About this file
This document outlines requirements for an integrated data collection lab. The contractor shall provide a design review within 45 days of award to identify hardware and software solutions to meet capability requirements for three labs. This includes large UX, HSI, and portable usability labs equipped with cameras, microphones, eye tracking, facial analysis and physiological measurement devices. The contractor must install, integrate and provide one year of warranty and technical support for all equipment. Training for government personnel is also required. Delivery of all equipment and scheduling of training must occur within 30 days of design acceptance. The contractor may need to travel twice for design review and installation/training. Minimum five years of relevant experience is required. Invoicing will occur at design acceptance, installation start and contract end. The place of performance is the contractor's facility for design and the S2PRINT facility for installation and training.

Purchase Description – Integrated Data Collection Lab
1. The contractor shall provide:
A design review of the required capabilities for the labs and spaces defined by the government and identifying hardware and software solutions that will fulfill the capability requirements of those facilities. The contractor will provide a report containing the technology systems that will meet the needs of the labs and spaces. Based on the design review, the contractor will purchase, install, and integrate the proposed systems and equipment within the S2PRINT lab space and data collection equipment for two (2) Applied Ergonomics Team laboratories within the S2PRINT facility and a portable data gathering/integration system/equipment for field research, as well as installation, integration, and warranty of the equipment items. The contractor will also train government personnel on operation and general maintenance of the technologies. The proposed list of equipment is below:
Large UX Lab, includes Camera(s) to capture data within lab
- Data includes gross and fine tasks 3 PTZ (pan, tilt, zoom) cameras (2 on the walls, 1 overhead) 2 Fixed Focus Cameras (mounted to computer to capture the face) 2 Screen Capture MediaRecorder-8 channel 1 Ceiling Microphone 1 Push to Talk with Overhead Speaker Integrated Rack with Audio Mixing Equipment All Associated Cables and Connectors
HSI Lab, includes:
Camera(s) to capture data within lab
- Data includes gross and fine tasks 5 PTZ (pan, tilt, zoom) cameras (4 on the walls, 1 overhead) 2 MediaRecorder-4 channel and 8 channel 2 Ceiling Microphones Integrated Rack with Audio Mixing Equipment All Associated Cables and Connectors
Portable Usability Lab, includes:
MediaRecorder-4 channel 2 Fixed Focus Cameras with Tripods Headphones Rugged Portable Case Associated Cables
Optional: Physiology Equipment, includes:
PPG (photoplethysmography) and EDA(electrodermal activity) Respiration Temperature Pulse Transducer
Necessary Leads, Gels and Adhesives Support for Physiology equipment and software 1 years (optional)
In depth application support Experiment setup assistance Post processing guidance Creation of expression/calculation channels
1 year of warrantee and technical support Free Software Upgrades Expedited Techincal Support
Hardware Warranty for Eligible Items (expedited repair or replacement of components or entire system if necessary for 2 years)
Lab software for observation, synchronization, integration and analysis of behavioral data collected in IDCL, including with Advanced Analysis, Multiple Media, and External Data Modules. Combines/integrates data from multiple source such as video, screen captures, location data, physiological signals, eye tracking data, and facial expression data
For Large UX lab only: Eye tracking and facial analysis software (reads, classified, analyzes facial expressions from live and still inputs; tracks head orientation, eye gaze, where user is looking on screen during computer use) with capability to integrate multiple video and audio inputs
2. Delivery Date: Vendor shall provide a report of the technology needs of the lab within 45 days of contract award, and ship equipment items and schedule training within 30 days of government acceptance of report.
3. Travel: The contractor is expected to travel to the S2PRINT facility—up to two times during the base period encompassing the design portion of the contract and twice during installation (1x) and training (1x), if the option is exercised. The contractor shall itemize all costs (e.g., travel, lodging, transportation) in offers and invoices.
4. Security: A security clearance is not required.
5. Personnel Qualifications: Demonstrable experience in design of data acquisition and integration systems – minimum 5 years.
a. General Experience. The contractor shall have expertise in developing integrated technology solutions for data collection.
b. Specialized Experience: The Contractor must have an understanding of the state of the art in audio, visual, and human performance data collection technologies and systems.
6. Government Furnished Equipment/Information/Computer Utilization: The government will retain rights to the property and it will be entered into the property book.
7. Other Direct Costs (ODC's): The Government does not anticipate ODC’s.
8. Deliverables: The contractor shall provide a report identifying the technologies and systems proposed to meet the capability requirements of the IDCL. It shall include, but not be limited to, a listing of proposed technologies (including acquisition and sustainment costs and training) and detailed drawings of the proposed technologies and integrated system(s). Contractor also shall provide a detailed list of minimum and recommended technical specifications for computing equipment to run software provided in the offer so that the Government can procure IT equipment through its own IT purchasing avenues.
9. Place of Performance: The primary place of performance will be the Contractor’s facility for the design phase. It will be the S2PRINT facility for the installation and training phase.
10. Contract Management/Activity Report: N/A
11. Invoicing: The Contractor shall bill three times. First, following government acceptance of completed design report at the end of the first phase. Next, at the beginning of the second phase (acquisition, installation and training), if exercised. Finally, at the end of the contract. Invoices must include, at a minimum, the following information:
Time Period Covered, Units Covered, and Total Cost for the year or years.
Itemized travel costs if applicable
