XGFG 212005 Temporary Restroom Trailer Purchase Description
1. Furnish all labor, material and equipment to deliver, place and set up one (1) fully functional and ready for occupancy, assembled temporary restroom trailer similar color, finishes and design as that existing restroom trailer on site.
a. The work includes: delivery, placement, leveling, blocking, skirting, stoop w\non-slip steps (non ADA), overhang covered (non-enclosed) entries w\railings; NEC (National Electrical Code) compliant electrical circuit breaker; National Standard Plumbing Code (NSPC) plumbing; misc. hardware, racks, cables, hoses and any other incidental items that may be necessary for occupancy but not specifically mentioned.
b. As regards to delivery: Site restoration is “Not In Contract,” (NIC) however; the contractor shall be responsible for repairs to any part of the site or path on Truax Field property damaged from his\her operation including, pavement areas, curb & gutter, lawns, fences and the like; and shall remove and dispose of materials and debris from His\Her operation.
c. Utility connection from each modular assembled unit to external utility services for power shall be by others Not Included in this Contract (NIC), but a disconnect must be provided and mounted.
d. The local authority has determined that these units do not need to be ADA compliant, however; all door openings both interior and exterior, shall be minimum 3’ wide and 80” high. Electrical and plumbing devices shall be located and installed in accordance with latest revision of NEC and NSPC at time of manufacture and meet accessibility requirements.
e. The supplier shall determine what additional components, hardware and incidentals (if any) may be required and include said item(s) in the offer. Offers will be evaluated for completeness and quality.
f. The offeror shall confirm ability to deliver and place assembled unit on Truax Field as sited, in not more than 90 calendar days from the date of the signed contract barring catastrophic unforeseen occurrence(s) of weather, COVID 19 outbreak or other recordable event.
(1) Upon delivery, the unit shall be placed, setup and ready for occupancy in not more than 5 days. In either case the work shall progress as scheduled without stop or break in work outside of the work schedule.
(a) Special Condition(s): The government prefers, but does not require, that the delivery and work be done during “off” hours. Truax Field has specific days called “Down Days” which coincide with weekends. These days are the most advantageous for both the contractor and Truax Field Operations. The government will make every effort to cooperate with the contractor to make the process of delivery and setup and eventual take-down and removal as efficient and advantageous as possible for both the government and the contractor.
(b) Due to the expected seasonal timeframe of delivery; the government will be responsible for snow removal and traffic management from the immediate site and for a path to and from the site within the boundary of Truax Field property.
(c) All work under the Contract shall be arranged and carried on in such a manner as to complete the work in the least possible time. The offeror shall consult with the Contracting Officer as to methods or sequence of carrying on the work. A definite program of work shall be arranged before starting.
(d) Safety: The offeror shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of work. The Government shall not be held liable for any action on the part of the Contractor, his employees or Subcontractor, which result in illness, injury or death.
(e) Access and General Protection/Security Policy and Procedures. This includes all offerors employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The offeror shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The offeror shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
2. Minimum Requirements: 1 EA Temporary Restroom Trailer.
a. The trailer shall:
(1) Have separate male and female restroom
- Male restroom with a minimum of 3 stalls and 3 urinals
- Female restroom with a minimum of 4 stalls
(2) Have sinks for handwashing with soap and towel dispenser
- Male restroom with a minimum of 2 sinks
- Female restroom with a minimum of 2 sinks
(3) Have mirrors located over sinks
(4) Have wall mounted tissue paper holder in each stall. Have Paper Towel holders, waste receptacles, sanitary napkin dispensers and receptacles, sharps disposal, soap dispensers as well.
(5) No natural gas or propane sources
(6) Have potable water storage tank with external servicing connection
(7) Have black water storage tank with external servicing connection
(8) Have freeze protection for all water storage tanks
(9) Have electric hot water heater with supply to all sinks
(10) Be the same or similar color and finish on the exterior. Surfaces shall be free of stickers, company logos, placards and signage with the exception of Male and Female signs which are required.
(11) Have interior finished spaces in new or good quality used, serviceable, disinfected and COVID-19 sanitized condition. Walls may be painted drywall or paneled. Floors shall be suitable for wet or snow-covered shoes and shall not be carpet.
(12) Have insulated walls, floors and ceiling for hot & cold weather environments; Min R-11 exterior walls and floors and R-19 roof.
(13) Be electrically heated & air-conditioned and ventilated for year-round use that maintains a uniform indoor temperature and humidity control of 68 to 72 deg F (20 to 22 deg C) regardless of outdoor air temperature.
(14) Have occupancy sensored LED 2000-4000k electric light fixtures throughout.
(15) Have one dusk-to-dawn & motion sensored controlled exterior light at each entry.
(16) Have one electrical power circuit breaker panel w\main. Include circuit breakers as required to serve the space and two unused spares; 100/125 Amp main, 120/240v, single phase, 3-wire, 60 Hz. Include external main disconnect.
(17) Include exterior wall mounted weatherproof disconnect for electric utility connection at the northeast corner.
(18) Include color matched or accent; base skirting all-around in good condition.
(19) Include anti-slip covered exterior access stoop and stairs with handrails at each Entry door.
(20) Include itemized price showing delivery (mobilization) to Truax Field, Madison WI, in addition to set-up.
(21) Towable with a ball hitch extending from back of towing vehicle.
(22) No maximum GVWR.
(23) No generator is required.
