About this file
This is a Purchase Description document for RS4 Regulators & Dive Equipment procurement. The requirement specifies the procurement of 40 cold water regulator kits, full face masks, maintenance kits, and associated diving accessories to replace obsolete Conshelf 14 regulators for Special Tactics (ST) underwater operations. The equipment must support enclosed space diving and operations in Category 3 contaminated water while providing enhanced diver safety and cold water performance.
The minimum required items include 40 RS4 regulators (4-port, DIN), 40 basic pressure gauges, 40 compasses, 40 holder cords with hooks, 40 octopus breathing valves with holders, 40 full face masks (natural rubber, black with hatch), 40 mask bags, one RS4 test kit for US Navy, one RS4 tool kit (US Navy version), 80 service kits for cylinder connections, 80 service kits for Divator octopus breathing valves, and 80 service kits for full face masks. Critical performance requirements mandate that equipment must be listed on the Authorized for Navy Use (ANU) listing (Equipment #1.5.7, CAT I), authorized per UBA Mk 20 Mod 0/1 Technical Manual (SS600-AK-MMO-010), and fully compliant with EN250 and EN250 §5.12.3 standards. The equipment must function at 29 degrees Fahrenheit and warmer, support maximum work of breathing at 190 feet of seawater with breathing valve workloads of 300-1200 liters per minute, and feature a positive pressure configuration for the primary breathing valve and full face mask with natural rubber construction and one-way valves to prevent water intrusion. The vendor must provide comprehensive OEM test and tool kits supporting in-house maintenance by certified Air Force Master Diver technicians, include necessary service kits for multi-year rebuild schedules, allow maintenance by ST Dive Locker personnel, support a 10-year rebuild schedule for the first stage regulator, and offer a certified technician training program.
