About this file

This document is a Purchase Description for fifteen portable platform ladders designed for maintenance personnel working on F-35 aircraft. The ladders must meet specific safety and functional requirements, including compliance with ANSI, OSHA, and United States Air Force standards. Key specifications include a 7-foot working platform height, a lightweight detachable guardrail system with a pass-through gate, slip-resistant surfaces, wheels with a locking mechanism, and construction from lightweight fiberglass material. The ladders must be designed to minimize potential damage to the aircraft, featuring characteristics like padded or rounded-edge guardrails and corrosion protection. The document also includes example photos of stepladders, noting that the illustrated models do not fully meet all the specified requirements, particularly the pass-through functionality of the guardrail system.

Purchase Description

Portable Platform Ladder with Passthrough Safety Cage

Note: All requirement descriptions below state desired functionality.

1. Summary of Use:

a. Requesting the purchase of fifteen portable fiberglass stepladders, equipped with a platform and a pass-through detachable guard rail system, providing maintenance personnel with safer access to the top of the F-35 aircraft while reducing the potential for mishaps.

2. Minimum Requirements are listed below:

a. All ladders must comply with ANSI, OSHA, United States Air Force, and any other applicable safety standards and testing requirements for portable ladders and fall protection.

b. Ladders should allow work from the top, providing pass-through access to other working levels.

c. The working platform height must be 7 feet (top of the stepladder) and include a lightweight guardrail system above the platform for fall protection.

d. A Type I, IA, or IAA duty rating is necessary.

e. A gate system attached to the guardrail must facilitate safe access to the ladder working platform and allow for pass-through stepping onto and oƯ the aircraft’s top from the platform.

f. The guardrail system should be detachable to enable the entire ladder unit to be stored in equipment travel containers.

g. Ladders must have slip-resistant bases/feet and rungs.

h. The base should feature wheels to allow easy repositioning/moving of the ladder, with a locking device to prevent accidental movement during use.

i. A locking spreader is required to prevent the accidental collapse or folding of the ladder.

j. The ladder must have a broad base to prevent accidental tipping or collapse.

k. Ladders must be constructed of lightweight fiberglass material.

l. Ladders and working platforms should be designed and composed of materials that minimize the possibility of damage to the aircraft if the ladder were to accidentally strike the aircraft. For example, the guardrail system may be padded and/or the design would have rounded edges.

m. Protection against corrosion is essential.

3. Example Photos:

a. Stepladder with platform and detachable guardrail with gate system. Note that these examples do not precisely show the minimum requirements / characteristics. The detachable guardrail and gate on the second picture do not have the requested passthrough (user should be able to safely climb the ladder, enter the guardrail enclosure, and exit the guardrail enclosure on the opposite side of the pictured gate).
