PURCHASE DESCRIPTION
U.S. ARMY WAR COLLEGE, SCHOOL OF STRATEGIC LANDPOWER
DISTANCE EDUCATION PROGRAM
LODGING REQUIREMENTS
COMMANDANT’S NATIONAL SECURITY PROGRAM (CNSP)
Introduction: This Purchase Description is for lodging support the needed of the U.S. Army War College (USAWC), Commandant’s National Security Program (CNSP), Carlisle Barracks.
A. Contractor provided services and equipment:
1. The Contractor shall provide 72 individual guest rooms. Exact dates are listed below:
· Sunday, 23 July 2023
· Monday, 24 July 2023
· Tuesday, 25 July 2023
· Wednesday, 26 July 2023
The individual guest rooms shall meet the following specifications:
a) Pricing shall be at or below the published GSA per diem rate for the specified time. Meet all statutory Government requirements, i.e., handicap accessibility per USC 42, Chapter 126, Subchapter III, Sections 12181-12183.
b) Appropriate rails for wheelchair access as required. Door opening technology for wheelchair access. Elevator for building with 2 stories or more. Design that enables usability and accessibility of individuals with disabilities.
c) Located in a safe area with appropriate security to include door bolt lock, peephole, lighting at external entries and along hallways.
d) 24-hour attendant(s) at the front desk.
e) In-room temperature control in each guest room.
f) Flat screen TV with basic tier cable or satellite service at no additional charge.
g) Telephone with access to local and toll-free numbers at no additional charge. Service will be continually available.
h) Access to Wi-Fi at no additional charge.
i) Refrigerator and microwave available in each guest room.
j) Late checkout (1 PM) on the last day at no additional cost.
k) Rooms must be suitable for nationally distinguished civilian and military guests. Storage area to allow guests to place luggage or/and belongings while waiting for transportation on last day.
l) The hotel property and rooms shall meet or exceed industry standards for cleanliness and décor. Furniture, fixtures, and linens shall not be at the end of its life cycle, showing worn or shabby appearance.
2. The Contractor shall provide 5 individual guest rooms. Exact dates are listed below:
· Saturday, 22 July 2023 (Early check-in)
a) The individual guest rooms shall meet the specifications outlined in paragraph 1.
b) Provided rooms for early check-in shall not be charged to contract.
c) Provided rooms for early check-in shall be billed directly to the guest.
3. The Contractor shall provide 5 individual guest rooms. Exact dates are listed below:
· Thursday, 27 July 2023 (Late check-out)
a) The individual guest rooms shall meet the specifications outlined in paragraph 1.
b) Provided rooms for late check-out shall not be charged to contract.
c) Provided rooms for late check-out shall be billed directly to the guest.
4. The Contractor shall offer free daily continental breakfast.
Breakfast shall meet the following specifications:
a) Available daily between the hours of 0600 to 0730.
b) Included items at a minimum:
· Freshly brewed coffee (regular/decaf)
· Hot tea
· Chilled fruit juice and milk
· Cold cereal
· Yogurt
· Fresh fruit
· Assorted Danish/ Muffins
· Bagels/Toast
· Hot items which may include eggs, a bread product (Waffles, pancakes, etc.), a meat product (Bacon, sausage, etc.).
· Items for dietary restrictions upon request.
5. The Contractor location must be:
a) Within a fifteen (15) mile radius of Carlisle Barracks.
b) Within one (1) mile of either I-76, I-81, or PA-581.
6. The Contractor shall:
a) Upon request, provide service area in lobby (or immediately adjacent room) for USAWC personnel to have ease of contact with arriving guests.
b) Upon request, provide table and chair for set-up.
c) The Contractor shall permit the Government to release unreserved rooms to the contractor by 1:00 p.m. each day during the contract period, thereby relieving the Government of any obligation.
d) The Contractor shall provide assigned room numbers to the U.S. Army War College representative not later than three days prior to arrival of guests.
B. Government provided services and equipment:
1. Provide the Contractor a list of guests two weeks prior to the start of the event. Any updates or changes to the list will be provided to the Contractor.
2. Compensate the Contractor for rooms occupied during the event as indicated in the individual contract line items (CLIN’s). The Contractor shall bill the individual guests for rooms occupied on all other days not defined as billable days per paragraph A.1.
C. Billing and Invoicing:
1. The Contractor shall provide an itemized invoice that includes, at a minimum, guest names, billable dates, and total cost for each guest.
2. The Contractor shall bill any additional charges (parking fees, room service, etc.) directly to the guest.
3. The Government reserves the right to increase or decrease the total quantities by no more than 10 percent at any time.
