Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

PURCHASE DESCRIPTION

Individually Ventilated Cage (IVC) Rack Air Handling Units (AHUs)

1. Statement of Need and Purpose:

Building 35 Shared Animal Facility (SAF) requires the purchase of AHUs to replace the end-of-life units.

2. Background Information and Objective:

The National Institute of Neurological Disorders and Stroke (NINDS) is a part of the National Institutes of Health (NIH), conducting research into the causes, treatment, and prevention of neurological disorders and stroke. The NINDS mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease.

The Animal Health Care Section (AHCS) of the National Institute of Neurological Disorders and Stroke (NINDS) is tasked with veterinary care, management, and oversight of building 35 SAF. The building 35 SAF currently houses approximately 16,000 mouse and rat cages, consisting primarily of mice. The rodents housed in these cages are used by numerous NIH Institutes and Centers (ICs) to carry out their research missions. The institutes and centers sharing in this research endeavor are:

• National Institute of Neurological Disorders and Stroke (NINDS)

• National Institute of Mental Health (NIMH)

• National Institute on Deafness and Other Communicative Disorders (NIDCD)

• National Institute of Dental and Craniofacial Research (NIDCR)

• National Institute of Child Health and Human Development (NICHD)

• National Eye Institute (NEI)

• National Institute on Aging (NIA)

• National Human Genome Research Institute (NHGRI)

• National Center on Complimentary and Integrative Health (NCCIH)

• National Institute of Biomedical Imaging and Bioengineering (NIBIB)

Rodent cages in the building 35 SAF are held on IVC racks and must be provided with HEPA filtered supply and exhaust air. Delivering HEPA filtered supply and exhaust air to each cage is critically important to animal welfare and the safety of AHCS staff.

The aim of this procurement is to acquire new AHUs to replace the end-of-life units before they fail. Our current fleet of Tecniplast AHUs are past end-of-life with many replacement parts no longer in production. These AHUs are in danger of failing without the possibility of repair and must be replaced.

The contractor shall provide factory start-up and on-site training on the setup, usage, and maintenance of the new AHUs for the AHCS animal husbandry team, and shall provide all reference materials and documentation needed to train future staff in the setup, usage, and maintenance of the AHUs. Startup and training is to occur within 30 days of delivery.

5. Salient Characteristics

All brand-name or equal AHUs must meet all the following salient characteristics:

• Compatibility. The AHU must be proven to be compatible with our existing Tecniplast IVC racks.

• Airflow. The AHU must deliver HEPA filtered air up to 80 air changes per hour

(ACH) to each cage on our existing Tecniplast IVC racks through H14 HEPA supply and exhaust filters.

• Rack capacity. The AHU must serve up to 4 single-sided racks or 2 double-sided Tecniplast IVC racks.

• Connections. The AHU must provide compatible supply and exhaust connections to Tecniplast IVC racks, and an exhaust connection that will be connected to dedicated point exhausts located on the ceilings of animal holding rooms.

• Construction. The AHU must be constructed of AISI 304 stainless steel (main structure) and enclosed in sanitizable plastic covers.

• Vibration. The AHU must stand free from (for ground level units) or mount apart from (for wall-mounted units) IVC racks and transmit no vibrations to the IVC racks.

• Noise. The AHU must be third-party certified to not create noise in the rodents’ audible frequency range (15-20kHz and 50-60kHz) in order not to stress the animals with ultrasounds. Blower fans must use DC electronically commutated motors (ECMs) and operate at noise levels less than 50 dBA.

• Filter changes. The AHU must allow pre-filter changes to be performed without tools and include built-in frames for filter bags-out.

• Control panel. Must include a touch screen on-device control panel to manage settings, features, monitoring data, and other essentials for operation. The AHU must include a performance monitoring device that clearly shows the HEPA filter load and blower status to show immediately the working conditions. The screen must include a mode to provide no or minimal ambient light during dark light cycles.

• Filter optimization. The AHU must automatically calculate HEPA filter lifespan according to the set parameters and optimize the lifespan of the filters depending on the effective load.

• HEPA certification and reports. Arrive with DOP test certification for supply and exhaust HEPA filters, and reports for electrical and aeraulic tests.

• Remote control and reporting. AHUs must be compatible with Tecniplast GUARDIAN and One2One remote control system and alert systems, should AHCS choose to pursue those technologies later.

• Warranty. The equipment shall be warranted to be free from defects in material and workmanship. If the equipment fails to conform to this warranty during the warranty period, the supplier will repair or replace the equipment, at its option, without charge to the government.

6. Delivery Date: No later than 90 days after receipt of order.
