About this file
This is a Purchase Description for the NRPC50 50 GHz Power Standard Calibration Kit, document revision 1 dated July 7, 2026, issued by the Air Force Metrology and Calibration Program (AFMETCAL).
The procurement requires two (2) units of the Rohde & Schwarz NRPC50 plus NRPC50-B1 option 2.4 mm Power Standard. These thermoelectric-based (not thermistor or diode-based) units will measure microwave power across the DC to 50 GHz frequency range and serve as calibration standards for Rohde & Schwarz 2.4 mm power sensors used in the FSMR Microwave Measuring Receiver (MMR) system. Each unit must include a verification standard to monitor for drift or degradation. The contractor shall provide the default vendor warranty and technical support, a storage/shipping case lined with protective material, the standard operator's manual, and all special equipment, fixtures, tools, and accessories required for calibration that are not common to secondary calibration laboratories. Software must include self-test functionality requiring no external standards, display system identification by name/version/date, provide gamma correction capability during sensor calibration, generate calibration reports showing test results and failures, and enable storage and retrieval of calibration files and equipment information. The contractor must warrant software is defect-free and meet specifications for the equipment warranty duration, provide updates and replacements at no cost to correct deficiencies, bear transportation costs for replacements, and offer multi-method technical support at no additional cost. Software must be updateable by AFMETCAL through Windows-based PC or external drive communication protocols. Acceptance testing will be performed at a specified destination using equipment and parameters equal to or better than those specified, with test equipment certification traceable to NIST or other AFMETCAL-approved sources.

PURCHASE DESCRIPTION
FOR
NRPC50 50 GHz Power Standard Calibration Kit
1.0 SCOPE:
1.1. General Description of Hardware: The NRPC50 with B1 option 50 GHz Power Standard
Calibration Kit enables the precise measurement of microwave power in the DC to 50 GHz frequency range. These units are extremely rugged, highly accurate, and stable with time and temperature. They will be used as standards for the transfer of calibration factors to 50 GHz RF power sensors. These standards shall come with a verification standard which will be used to verify the transfer standard has not drifted or degraded. Unit shall be a thermoelectric-based device, not thermistor-based or diode-based.
1.2. Types of Workload Supported: These standards will be used to calibrate Rohde & Schwarz 2.4 mm power sensors utilized as part of the FSMR Microwave Measuring Receiver (MMR) system.
1.3. The Air Force Metrology and Calibration Program (AFMETCAL) has a requirement for two
(2) units to establish calibration capability for Rohde & Schwarz 2.4 mm power sensors.
2.0 REQUIREMENTS:
2.1. Brand Name Equipment (2.4 mm Power Standard):
Item No. Manufacturer Part Number Description Quantity 1 Rohde & Schwarz NRPC50 plus
NRPC50-B1 option
2.4 mm Power Standard 2
3.0 WARRANTY & TECHNICAL SUPPORT:
3.1. The default warranty & technical support normally offered by the vendor for this product shall be provided with the unit.
4.0 SOFTWARE/FIRMWARE REQUIREMENTS:
4.1. Special Hardware/Software/Licenses Requirements: Any special equipment, fixtures, tools, standards, etc., required for calibration and not common to a secondary calibration laboratory must be supplied with the NRPC50. Any unique accessories including software required for calibration of this item shall be furnished by the manufacturer. For units that fail calibration and are recommended to be aligned or adjusted, either manually or using an automated alignment/ adjustment software, the special hardware, manual instructions, software, software instructions and software licenses (where required by the manufacturer, and shall be valid for the life of the instrument) needed to perform the alignment/adjustment process shall be included with the NRPC50. A list of peripheral support TMDE equipment required to accomplish the calibration/alignment/adjustments of the unit must be provided with the NRPC50. Any unique accessories including software required for calibration of this item shall be furnished by the manufacturer.
4.2. Self-Test: This system shall have the ability to self-test all measurement ranges and functions and verify them to be in or out of specification. This determination shall be displayed and recorded in memory for future reference and comparison. Self-testing shall require no external standards or devices. Program(s) needed to perform system functional test and operational verification shall be provided by the contractor.
4.3. Software/Firmware Identification: All software/firmware used in conjunction with instrument shall be identified by Name, Version, and Date; to be displayed upon startup or located in an “About” menu in the software/firmware.
4.4. Software/Firmware Warranty: The contractor shall warrant that the software/firmware product meets this purchase description, is free from defects in design and operation, and will perform to stated specifications within this purchase description for the length of the equipment warranty.
4.4.1. The contractor (at no additional cost) shall update or replace the software/firmware product as necessary to correct any deficiencies identified in the software/firmware. Replacement software/firmware shall meet or exceed the requirements in this purchase description, shall not require additional training to operate, and shall be warranted for the remainder of the equipment warranty.
4.4.2. The contractor shall bear transportation costs for all replacement products.
4.4.3. The contractor (at no additional cost) shall provide technical support for normal software/firmware usage, clarification of documentation, and resolution of software/firmware problems. The contractor shall have multiple methods for convenient contact of Technical Support. Contact methods may include but are not limited to on-line or telephone.
4.5. Interchangeability:
4.5.1. Software/firmware shall be updateable by AFMETCAL through communication protocols with Windows-based PC or external drive. Instructions on how to perform the update and any required communication software shall be provided.
4.6. Software Instructions: The software normally offered by the vendor for this product shall be provided with the unit. The delivered software shall perform self-tests of the standard and verification standard. The software shall also perform calibration of the Rohde & Schwarz 2.4 mm power sensors using the NRPC50. The software must have an option to utilize gamma correction during the calibration of test items. Necessary drivers and command codes shall be provided.
4.6.1. Calibration Report: The software must display the results of the self-test and any failures encountered during the test. It must also display results of the calibration of test items.
4.6.2. Operations Files: The software must have the capability to store and retrieve calibration files of test items. The software must have the capability to store and retrieve information for generators, power meters, and the NRPC50 used for calibration.
