PURCHASE DESCRIPTION

FOR

RADIAC Linear Positioning Systems

1.0 SCOPE:

1.1. This Document covers the procurement of five high accuracy, calibration-grade RADIAC

Linear Positioning Systems (LPS), consisting of a movable gantry with a tabletop used to place RADIAC meters for calibration. Additionally, this Purchase Description covers the removal of existing systems, installation, and training on proper use of the new systems. All work shall be performed at the Air Force Primary Standards Laboratory in Heath, Ohio.

2.0 PERFORMANCE REQUIREMENTS:

2.1. Alignment: The gantry remains aligned to the axis with negligible torsional motion.

Furthermore, the rigidity of the gantry design shall be such that vibration and torsional motion during translation of the system is negligible.

2.2. Table Positioning Accuracy: Table positioning in all three axes (distance, height adjustment, lateral adjustment) shall be within ±1 mm of selected position. Dimensions of the table surface shall be at least 40 cm in depth and 90 cm in width.

2.2.1. Hysteresis: To prevent hysteresis, the table shall always approach its final position from the same direction.

2.3. Track Lengths and Quantities: The LPS shall have track lengths and table heights as outlined in the table below.

2.4. Table Range: Table distance from the face of the calibrator shielding shall extend from as close as possible to the full distance of the track.

2.5. Table Travel: The tabletops of the LPS shall have a vertical travel of +0, -30 cm from centerline of the irradiator and a horizontal travel which allows the entire table surface to be moved to the centerline of the irradiator.

3.0 FUNCTIONAL REQUIREMENTS:

3.1. Removal of Existing LP Systems: The current LPS systems shall be removed and disposed of by the contractor. The rooms shall be made ready by contractor for installation of the new systems prior to installation.

3.2. Installation of New LP Systems: The systems shall be installed, made fully operational, and undergo performance verification in the ranges of the RADIAC Lab of the AFPSL by the offeror.

3.2.1. Work parameters: Work permitted to be performed in the AFPSL RADIAC laboratory is enumerated in Addendum A

3.3. Remote Operation: All positional adjustments of the LPS shall be achievable using a remote interface with a controller located a safe distance from the radiation source.

3.3.1. User Interface: Each LPS shall be controlled with industry-standard software.

3.3.2. Operator Skill: Technicians should be able to operate the system properly with no more than 2 days of on-the-job training.

4.0 PHYSICAL/MECHANICAL REQUIREMENTS:

4.1. Controller Location: The controller shall be able to be installed at least 30 meters from the end of the LPS in the control room.

4.1.1. Wiring shall not be run along the floor but can be suspended from the ceiling and run down the wall into appropriate wire chases as necessary.

4.1.2. Video Monitoring: Remote-controlled motorized articulating mounts for the instrument camera and monitor shall be provided. The video feed from each camera shall be viewable on the controller displays. Cameras shall be controllable from the controller used to operate the LPS. Cameras shall have pan, tilt, and zoom functionality to view radiation monitors under calibration across the whole table surface.

4.2. Ancillary Equipment: The contractor shall include all necessary cables, displays, controllers, and other accessories necessary for operation of each LPS.

4.2.1. Outlets: The mobile table of each LPS shall have two 120-volt standard US electrical outlets.

4.2.2. Ethernet: The mobile table of each LPS shall have one ethernet cable run from the table to the control room to allow for remote communication with meters.

4.3. Individual Unique Identifier Designation: This item shall be clearly labeled with a model number, serial number, and manufacturer’s name. Unique item identification labeling shall follow Item Identification and Valuation requirements as stated in the contract.

5.0 CONTROLLER REQUIREMENTS:

5.1. Controller: For each LPS, a laptop or all-in-one controller is required that can efficiently operate under Microsoft Windows 11 Long-Term Servicing Channel (LTSC) 64 bit operating system. All major components of the system shall be commercially available and fully supportable by commercial sources. Where specific brands are identified in this specification, no substitutes are allowed without prior approval from the AFMETCAL. The Controller shall meet or exceed Microsoft Windows 11 LTSC hardware requirements.

5.2. Memory: Minimum 8 GB system Memory

5.3. USB: Minimum of two integrated USB 3.0 ports not being utilized by other components

5.4. External video support: External video support shall be included.

5.5. Display Panel: 15-inch (diagonal) or larger viewable display

5.6. Hard Drive: Minimum 120 GB Solid State Drive

5.7. DVD-ROM: Internal or External DVD +/- RW or Blue-Ray

5.8. Operating System and Software: All software must run under Microsoft Windows 11 LTSC

64 bit operating system. All software shall run Windows 11 as a non-elevated user. All software must run with multiple Windows 11 user accounts. Shall be supplied with Microsoft Word and Excel, latest release with a non-renewable license.

5.9. Improper Controllers: Lenovo brand controller will not be acceptable.

5.10. Additional Hardware: Additional hardware required to make this system function as identified by this purchase description shall be required.

6.0 SOFTWARE/FIRMWARE REQUIREMENTS:

6.1. Homing: The LPS shall be designed to accommodate hard-stop homing for the most accurate and repeatable positioning, which is readily configured via the software.

6.2. Software Support: The contractor (at no additional cost) shall provide technical support for normal software/firmware usage, clarification of documentation, and resolution of software/firmware problems. The contractor shall have multiple methods for convenient contact of Technical Support. Contact methods may include but are not limited to on-line or telephone.

6.3. Software/Firmware Identification: All software/firmware used in conjunction with instrument shall be identified by Name, Version, and Date; to be displayed upon startup or located in an “About” menu in the software/firmware.

6.4. Software/Firmware Warranty: The contractor shall warrant that the software/firmware product meets this purchase description, is free from defects in design and operation, and will perform to stated specifications within this purchase description for the length of the equipment warranty.

6.4.1. The contractor (at no additional cost) shall update or replace the software/firmware product as necessary to correct any deficiencies identified in the software/firmware. Replacement software/firmware shall meet or exceed the requirements in this purchase description, shall not require additional training to operate, and shall be warranted for the remainder of the equipment warranty.

6.4.2. The contractor shall bear transportation costs for all replacement products.

6.4.3. The contractor (at no additional cost) shall provide technical support for normal software/firmware usage, clarification of documentation, and resolution of software/firmware problems. The contractor shall have multiple methods for convenient contact of Technical Support. Contact methods may include but are not limited to on-line or telephone.

6.5. Interchangeability:

6.5.1. When software/firmware upgrade is anticipated by a manufacturer during the life of this contract, the contractor shall contact AFMETCAL for concurrence. If AFMETCAL concurs with the proposed upgrade, all previous units delivered under this contract shall be updated to this upgrade.

6.5.2. All software/firmware provided under this contract shall be at the same version, revision, and revision date at the completion of the contract.

6.5.3. Software/firmware shall be updateable by AFMETCAL through communication protocols with Windows based-PC or external drive. Instructions on how to perform the update and any required communication software shall be provided.

7.0 OPERATOR’S MANUAL:

7.1. The hardware manual shall describe how to operate and maintain the unit. Including common maintenance procedures.

7.2. The operator’s manual shall be provided in electronic (PDF) and paper formats.

8.0 INSTALLATION: The contractor shall install all systems in the RADIAC Lab of the AFPSL in Heath, Ohio.

9.0 TRAINING: The offeror shall provide training to the AFPSL RADIAC Lab staff and three AFMETCAL Engineers in the use and maintenance of the LPS systems as described in section 3.3.2 of this document

10.0 SECURITY/ CLEARANCE REQUIREMENTS: The offeror shall be licensed by the NRC or an agreement state to perform tasks required by this contract. The contractor, if licensed by an agreement state, shall obtain and provide to the Government a copy of an NRC Certificate of Reciprocity authorizing the contractor to work on a Federal installation. This shall be done prior to beginning any work under this contract.

11.0 ENVIRONMENT, SAFETY, AND OPERATIONAL HEALTH: A combination of the system manual, other documentation, and/or the system itself shall identify potential environment, safety and operational health hazards and how they are mitigated when the design itself cannot mitigate them. This will be accomplished through stating the hazard and accompanying mitigation through

13 June 2024 the use of safety devices, use of warnings, or use of special operational procedures to counter such hazards.

12.0 TESTING: Each LPS shall be inspected and accepted at the RADIAC Laboratory of the Air Force Primary Standards Laboratory in Heath, Ohio. The item will be checked with test equipment and parameters equal to or better than those required assuring specified performance requirements are met. Test equipment has first echelon certification directly traceable to the National Institute of Standards and Technology (NIST) or other AFMETCAL approved sources where required. Such testing does not relieve the contractor of performing all inspections and quality control checks at the point of fabrication as necessary to assure performance as specified.

13.0 WARRANTY: The LPS system shall be covered under a 1-year warranty at minimum. The warranty shall cover on-site maintenance and repair services.

ADDENDUM A

The construction performed in the AFPSL RADIAC laboratory shall not exceed the limits enumerated below:

1. Mounting anchors/bolts shall not extend beyond 2 inches into the concrete flooring or walls.

2. Wires extending between rooms shall be run through existing wire chases.

a. Wires shall not be run across the floor surface.

3. If concrete chipping or fractures occur, they shall be patched.

4. As necessary, electronic control systems may be mounted on the shared wall with the control room, as currently exists.

Track System Replacement

DATA REQUIREMENTS

MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format

(iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527D and the Contract

Data Requirements List (DD Form 1423).

SOFTWARE USER MANUAL: The software user manual shall contain instructions to execute one or more related computer software configuration items. The software user manual shall be on CD/DVD-ROM in

Indexed Portable Document Format (iPDF) and prepared in accordance with Data Item Description DI-

IPSC-81443A and Contract Data Requirements List (DD Form 1423),
