PURCHASE DESCRIPTION
FOR
INDEXING TABLE WITH LEVELING PLATE
1. SCOPE:
The Indexing Tables are used by the Air Force Precision Measurement Equipment Laboratories (PMELs) as an Air Force Measurement Standard for calibrating Clinometers, Protractors, Levels, and Inclinometers fast and accurately. These items are used during alignment of mounting points on aircraft where navigation and radar equipment is installed such as the F15, F16, KC- 135 and many more Aircraft.
2. PERFORMANCE REQUIREMENTS:
2.1. Accuracy:
2.1.1. The Indexing Table shall have an angular position accuracy of +/- 0.5 arc sec when operating in the horizontal and vertical orientation.
2.2. Resolution:
2.2.1. The Indexing Table shall have a resolution with a minimum resolution of 0.5° step (720 positions).
2.3. Range:
2.3.1. The Indexing Table shall have a continuous +/- 360° range.
2.3.2. Leveling Plate feet shall have a minimum adjustment height of +/-0.25 inch from center.
2.4. Flatness:
2.4.1. The Indexing Table faceplate flatness shall not exceed 0.00005 inch Total Indicated
Reading (TIR).
2.4.2. The Right Angle Casting flatness of machined surfaces shall not exceed 0.00025 inch TIR.
2.4.3. The Knee flatness of machined surfaces shall not exceed 0.0001 inch TIR.
2.4.4. Leveling Plate flatness of Top surface shall not exceed 0.0001 inch TIR.
2.5. Parallelism:
2.5.1. The Indexing Table faceplate parallelism to base shall not exceed 0.0005 inch TIR.
2.6. Squareness:
2.6.1. The Right Angle Casting Squareness between machined surfaces shall not exceed 0.00025 inch TIR.
2.6.2. The Knee Squareness between machined surfaces shall not exceed 0.00025 inch TIR.
2.7. Units: The Indexing Table shall be in imperial units (degrees).
3. FUNCTIONAL REQUIREMENTS:
3.1. Indexing Table :
3.1.1. The Indexing Table shall have a counter balance system to allow for smooth fluent transition throughout a +/- 360° range while operating in the vertical plane. The counter balance shall be removable in order to be used in the horizontal plane.
3.1.2. The Indexing Table shall have the capability of operating in both the horizontal or vertical plane, and maintain all requirements outlined in this PD.
3.1.3. The Indexing Table and Right Angle Casting shall be able to stand freely on the surface plate and/or leveling plate and operate within specs of this PD.
3.1.4. The Indexing Table shall have the capabilities to be lifted with a crane.
3.1.5. The Indexing Table shall have a face plate mounting pattern 1/4-20 TAP X 0.62 inch deep, 6 holes drilled for mounting equally spread at 4.000 in, 5.500 in, 7.000 in, 8.500 in, 10.000 in, and 11.500 in (Diameter measured from bolt center). Holes shall be arranged in concentric circles spaced no further than 30 degrees apart.

3.1.6. The Indexing Table shall be a sealed unit, which never needs lubrication.
3.1.7. The Indexing Table shall have a manually operated locking devise to allow for precise control of starting and stopping of angular rotation.
3.2. Right Angle Casting:
3.2.1. The Right Angle Casting shall have a minimum of 2 machined surfaces.
3.2.1.1. Surface 1 is where the Right Angle Casting base contacts the leveling plate and/or surface plate.
3.2.1.2. Surface 2 is where the Right Angle Casting side fastened to the Indexing Table.
3.2.2. The Right Angle Casting shall have the capabilities to be lifted with a crane (i.e. eye bolt).
3.2.3. The Right Angle Casting shall be able to hold the Indexing Table vertically without any outside influence.
3.2.4. The Right Angle Casting shall be manufactured out of close Grained Cast Iron or Stainless
Steel.
3.3. Knee:
3.3.1. The Knee shall have a minimum of 2 machined surfaces.
3.3.1.1. Surface 1 is where the Knee supports the Test Instrument (TI).
3.3.1.2. Surface 2 is where the Knee connects to the Indexing Table.
3.3.2. The Knee shall be able to be attached and centered to the indexing faceplate so that surface 1 is perpendicular to gravity when Indexing Table is set to 0.
3.3.3. The Knee surface 1 shall have an evenly spaced grid pattern of threaded holes spaced approximately 0.5 inches apart for allowing clamps to fasten the TI to the surface.
3.3.4. The Knee surface 1 shall mount the Polygon Mounting Adapter. The Polygon Mounting Adapter will be used during calibration of the Indexing Table to hold a spindle and optical polygon.
3.3.4.1. The threaded holes shall be #10-32 UNF taped holes, with a minimum material depth of 3/8 inch.
3.3.5. The Knee shall be manufactured out of close Grained Cast Iron or Stainless Steel.
3.4. Leveling Plate:
3.4.1. Leveling Plate Shall be able to be operated while supporting Indexing Table, Right Angle Casting, knee, ancillary equipment, and an additional 30 lbs.
3.4.2. Leveling Plate shall be able to be manually adjusted with smooth movement during operation.
3.4.3. Leveling Plate shall be manufactured out of Stainless Steel.
3.4.4. Leveling plate shall be able to support the vertical and horizontal configurations of the
Indexing Table.
3.4.5. Leveling Plate shall contain three Leveling screws to allow the Leveling Plate to be leveled in directions perpendicular and parallel to the Indexing Table rotation axis.
3.4.5.1. The Leveling Screws shall have a minimum of 32 threads per inch.
3.4.5.2. The Leveling Screw shall have a center section containing a knurled ring or nut to allow the Leveling Screw to be adjusted.
3.4.5.3. The lower end of the Leveling Screw shall have a spherical shape and will rest in a Leveling Screw Seat.
3.4.5.4. The Leveling Screws will consist of two V Groove seats and one countersink hole seat.
3.4.6. The bottom plate shall have feet so that the leveling plate may be moved easily on a surface plate.
3.5. Ancillary Equipment: The Indexing Table, Right Angle Casting, Knee, and Leveling Plate shall come with all components necessary to lift, assemble, and perform measurements.
4. MECHANICAL & PHYSICAL REQUIREMENTS:
4.1. Indexing Table :

4.1.1. The Indexing Table shall have a circular top surface (Face Plate) with a diameter between 12 and 14 inches.
4.1.2. The Indexing Table shall be no larger than 14x14x10 inches, excluding locking device.
4.1.3. Power: No power shall be required to operate the Indexing Table.
4.2. Right Angle Casting:
4.2.1. Right Angle Casting shall be no larger than 14x10x12 inches.
4.2.2. Right Angle Casting shall have a base no larger than 10x12 inches.
4.3. Knee:
4.3.1. The Knee surface 1 shall be at least 4x11 inches where the 11inches is along the surface of the Indexing Table Face Plate.
4.3.2. The Knee surface 2 shall be no larger than the indexing tables’ faceplate when mounted and centered.
4.4. Leveling Plate:
4.4.1. The leveling plate top surface shall be larger than the Right Angle Casting Surface 1, but not exceed 14x14 inches.
4.5. Model and Serial Number Identification: The Indexing Table, Right Angle Casting, Knee, and Leveling Plate. Shall be identifiable by manufacturer, model or part number, and serial number for identification. Unique item identification shall follow the item Identification and Valuation clause as stated in the contract.
4.6. Carrying/Shipping Case:
4.6.1. A reusable Storage Case(s) shall be rugged, waterproof, and fit the Indexing Table , Right
Angle Casting, Knee, Leveling Plate, ancillary equipment stated above in para 3.5, and user’s manual.
4.6.2. Storage case shall be capable of repeated opening and closings without degradation of the reusability of the case.
4.6.3. Storage Case shall have a label that identifies noun, model or part number, manufacturer, and serial number. Unique item identification shall follow the item Identification and Valuation clause as stated in the contract.
4.6.4. Storage Case shall be secured using latches or locks, and capable to support the weight of the Indexing Table and all components.
4.6.5. Storage Case shall be capable of fitting through a 6’X3’ Doorway without being rotated on its side or top.
4.6.6. Storage case will be inspected by the Air Force and shall be free from any defects (i.e. poor molding fabrication, loose materials, damaged or improperly assembled cases, peeling, or chipping of plating or finish, nicks or burrs of metal parts, and post molding warping) which affect the durability, strength, safety, or serviceability. The finish of exposed edges/surfaces shall be smooth and free of sharp or jagged edges.
4.6.7. Storage case shall have cushioning and mounting provisions inside the case that provides protection to prevent damage from normal handling during transportation.
4.6.8. Storage case interior material shall be manufactured from a material that will not corrode any part of the Indexing Table; the material shall be oil resistant and not deteriorate.
4.7. Operating Environment/Storage: The Indexing Table shall be capable of operating to the specifications listed above in paragraph 2.0 in temperatures ranging range from 65° F to 85° F with a Relative Humidity (RH) of 20% to 50%. The Indexing Table shall be capable of being stored in an environment of 0° F to 130° F, with a RH less than 95%.
4.8. Workmanship: The workmanship shall be first class, of neat general appearance in compliance with standard commercial practices. The standards of workmanship shall be such that the system complies with the requirements set forth in this purchase description.

5. OPERATOR’S MANUAL: The Indexing Table shall come with a Commercial Off The Shelf (COTS) operator’s manual describing features and functions, assembly, operation, technical data, maintenance and care, and warranty.
6. TESTING: This item will be inspected and accepted at destination as stated in the contract. The item will be checked with test equipment with parameters equal to or better than those required to ensure that specified performance parameters are met. Test equipment used shall have first echelon certification directly traceable to the National Institute of Standards Technology (NIST) or other AFMETCAL-approved equivalent international laboratory. Tests will be performed to ensure that the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of manufacture as necessary to assure performance as specified herein. Acceptance Testing will be performed at the Air Force Primary Standards Lavatory (AFPSL).

DATA REQUIREMENTS
MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format (iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527C and the Contract Data Requirements List (DD Form 1423).
CALIBRATION CERTIFICATE: A calibration certificate, traceable to the National Institute of Standards and Technology (NIST) or other national metrology institutes (NMIs) shall be provided with each instrument. The calibration certificate shall comply with Data Item Description (DID) DI-QCIC-80798C and the Contract Data Requirements List (DD Form 1423).
