PURCHASE DESCRIPTION

FOR

Vacuum Jacketed Piping System

18 JULY 2023

1.0 DESCRIPTION. The Contractor shall provide the necessary materials, parts, labor, shipping, and as-built drawings to provide the required construction of a new Vacuum Jacketed (VJ) Liquid Nitrogen (LN2) Piping System. This new piping system will extend an existing vacuum-jacketed piping system to support 402d Electronics Maintenance Group’s (EMXG) new liquid nitrogen requirements for an additional building connecting to Building 640. The Government shall provide installation for the piping materials. The VJ LN2 piping system shall include necessary project management and piping field measure design work/dimension verification for the piping system drawing.

1.1 Vacuum Jacketed (VJ) Liquid Nitrogen (LN2) Piping System includes:

Contractor shall fabricate Vacuum Jacketed Piping for Liquid Nitrogen per the drawings provided. See Appendices A and B attached.

1.2 Vacuum Jacketed Pipe Testing. The Contractor shall perform pressure testing on all spool sections, mass spectrometer leak testing on all spool sections, and X-ray testing on five percent (5%) of all Inner Line Butt-Welds at their facility prior to shipping the vacuum jacketed piping system.

1.3 Field Measure/Site Visit: The Contractor shall come to Building 640 at Robins Air Force Base, Georgia and take piping measurements to ensure a successful piping system. A Field Measure/Site Visit at Building 640 will be coordinated with the point of contact listed in paragraph 2.1.1 within 5 days of award and shall be completed no later than 14 calendar days after award.

1.4 Drawings: Contractor’s piping drawings shall be provided no later than twenty-eight (28) calendar days after the contract’s awarded for Government Approval. The Government will have seven (7) calendar days for approval. (CDRL A001, DI-SESS-80776B, Technical Data Package-Drawings)

1.5 Specifications. The VJ LN2 piping system listed in paragraph 1.1 shall include the following applicable features that meet or exceed the Government’s performance, safety standards, and specifications:

• Maximum Allowable Working Pressure (MAWP) = 150 PSIG (pressure specified by a gauge)

• Service = LN2 (-321°F)

• Jacket = Brushed Stainless Steel Tubing (SST)

• Build piping to code ASME B31.3

• Internal bellows for expansion and internal liquid traps

• Commercial cleaning on all piping

• Double-walled construction

• Factory sealed vacuum sections

• Bayonet design piping connections for easy installation

• Vacuum Jacketed valves where indicated for equipment isolation

1.6 Safety Codes and Standards. The Contractor shall ensure that the VJ LN2 piping materials provided to the Government shall be meet or exceed the any applicable requirements for specifications/standards for the design, materials, fabrication, examination, and testing of the components relative of ASME/ANSI Coding standards.

1.6.1 The Contractor shall manufacture and design the piping system materials in accordance with the highest industry and manufacturing standards relative to the appropriate safety codes and specifications relative to the applicable cryogenic piping materials including, but not limited to the following codes:

• The American Society of Mechanical Engineers (ASME) B31.3 and Section 8

1.6.2 The Contractor shall ensure that the applicable LN2 component standards and specifications for applicable title and marking requirements.

1.6.3 The Contractor shall ensure that all components meet the temperature/pressure requirements applicable for the VJ LN2

1.7 Warranty. The Contractor shall provide the following warranties:

1.7.1 The Contractor warrants that the LN2 piping shall be free from defects in material and workmanship that result in breakdown or failure under normal use for a period of three (3) years from the date of shipment to the original purchaser. The Contractor warrants all component plumbing parts for three (3) years if the equipment is used and maintained in a proper manner. Any warranty contained herein shall not apply to any Vacuum Jacketed Piping components that has been repaired or altered outside the manufacturer’s facilities or in any way so as to affect the stability or reliability of the Vacuum Jacketed Piping; or any Vacuum Jacketed Pipe that has been subject to misuse, negligence, or accidental damage.

1.7.2 This warranty is exclusive and in lieu of all other warranties, expressed or implied, including, but not limited to, implied warranties of merchantability and fitness of the product to a particular purpose.

1.7.3 Inclusive with warranty, the Contractor shall provide necessary installation technical support for the construction of the LN2 piping system to the Government via electronic email and/or telecom.

1.8 The Contractor shall provide required on-site piping system field measure and drawing approval as necessary at Robins AFB that meets or exceeds the Governments safety requirements and specifications.

1.9 Acceptance. The Government shall perform inspection/acceptance of all piping system materials once the piping has arrived at Robins Air Force Base.

1.10 Contractor Representative. The Contractor shall provide the Government POC with the Contractor Representative’s contact information to include telephone number and email address for necessary installation technical support. This information shall be provided to the Government POC in paragraph

2.1.1 via email within two (2) days after receipt of order (ARO).

2.0 Service Support. N/A

2.1.2 The Government POC will ensure that Contractor personnel are escorted at all times while the Contractor is on Robins Air Force Base.

2.2 Shipping/Delivery. The Contractor shall ship the products according to their commercial packaging recommendations to ensure delivery no later than 12 weeks after drawing approval. The Contractor shall notify the Government POC if the required shipment terms will not be met within two (2) days via email.

Delivery shall be Ground Freight (insured) Freight On Board (FOB) destination. The Contractor shall coordinate the date and exact location for delivery in advance with the following Government POC listed in paragraph 2.1.1.

4.0 General Information.

4.1 Place of Performance and Hours of Work. On-site contract services shall be performed in building 640 at Robins Air Force Base, GA. The Contractor shall perform services during normal Government business hours, 8:00 am to 4:00 pm (EST), Monday through Friday.

4.2 Recognized Holidays. Unless otherwise required by the Government, the Contractor shall not have access to Government facilities to work or telework on all federal holidays or during facility closings as authorized by the Government. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

4.3 Agency Affirmative Procurement Program. In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio based product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

4.3.1 In accordance with FAR 23.404(a)(3)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio-based products. In accordance with the Robins Air Force Base, Georgia / Affirmative Procurement Program (formerly Green Procurement Program (GPP)) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.

4.4 Visitors Only – No Badging ID. The Air Force has mandated all visitors consent to a check of their criminal history prior to being allowed access to installations. The check will be conducted at the Visitor Control Center (VCC) off Watson Boulevard, Robins AFB, GA. Visitors requiring unescorted access will need their driver’s license or state-issued ID along with insurance and registration if driving on base.

The pass issued by the Visitor Control Center authorizes unescorted entry to Robins AFB for the bearer only. For visitors, a short term pass is up to 60 days. Any time greater than 60 days requires a secondary form of ID (Social security card, birth certificate or passport).

4.5. Operations Security (OPSEC). The purpose of OPSEC is to reduce the vulnerability of USAF missions to adversary collection and exploitation of critical information. The Contractor shall comply with DoDD 5205.02E “DoD Operations Security”, DoD Manual 5205.02-M and AFI 10-701 “Operations Security” to protect United States (U.S. Government interest. The Contractor shall ensure compliance with OPSEC requirements including procedures to protect classified and/or sensitive, but unclassified, Government projects and/or programs. The Contractor shall ensure Contractor personnel who perform work at Robins AFB or another Government facility comply with the OPSEC procedures of the facility.

4.6 Security Incident or Violation. The Contractor shall immediately notify the Government Security Office of any potential or actual security incidents or violations including potential or actual unauthorized disclosure or compromise of classified and/or sensitive, but unclassified, information.

4.7 Supply Chain Risk Management. The Contractor shall implement risk management procedures to ensure that system, equipment, components, software, maintenance equipment, and supplies do not incorporate counterfeit parts, malicious code, or other elements that would allow adversaries to gain access to data and critical program information and disrupt operations. Contractor risk management procedures shall comply with:

4.8 Contractor Identification. Contractor personnel shall wear visible identification designating them as contractors at all times while on Robins Air Force Base.

4.9 Contractor Vehicle Entry. The Contractor shall contact the Robins Air Force Base Visitor's Center to and comply with local procedures for obtaining credentials and vehicle entry. Information may be obtained by calling the following phone number: Commercial 478-222-1972.
