About this file

This document is a Notice of Intended Decision to Enter into a Single Source Contract (PUR 7778) issued by the Florida Department of Transportation (FDOT) for the procurement of Nagios software for the North Florida Regional Transportation Management Center (NFRTMC). The intended use of the Nagios software is to minimize network downtime by quickly identifying and responding to issues and bottlenecks, which will improve system redundancy and failover capacity. The FDOT intends to award a single-source contract to Nagios Enterprises, LLC, the sole provider of the Nagios XI software, for a one-year period from May 12, 2024, to May 11, 2025, at a cost of $24,873.30. The Nagios software has been used by the RTMC network staff for several years and is considered a necessary and unique solution for comprehensive network monitoring of the 400-mile RTMC network.

The justification for the single-source contract is that the Nagios XI software is the only solution that can provide the required monitoring capabilities and the vendor support needed to ensure the RTMC network is operational 24/7. The contract will cover one year of ticket support/maintenance, add-on features, a network analyzer unlimited source license, and a log server instance license. This advance payment will ensure the FDOT District Two RTMC network has all its devices and fiber monitored continuously.

Commodity or Service Required (commodity class and group, manufacturer, model, and description, as appropriate): 43232800 Network Management Software

Requestor (division, bureau, office, individual, as appropriate): North Florida Regional Transportation Management Center

Performance and/or Design Requirements (intended use, function or application, compatibility etc.

requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):

The intended use of this product is to minimize downtime by identifying issues and bottlenecks quickly. By determining the source of the network outages it will decrease the maintenance response time for the system.This will also help with system redundancy and help with failover capacity. This system will allow for the tracking of changes and updates as well as validating network configurations. This will allow to document the system layout and connections for future and current review during projects and maintenance.

Intended source (vendor, contractor): Nagios Enterprises, LLC

Price: $25,000.00

Justification for single source acquisition (what is necessary and unique about the product, service or source;

steps taken to confirm unavailability of competition, as appropriate): The Nagios XI Enterprise Server and Network Monitoring software is a centralized solution for comprehensive application, service and network monitoring that has been used by the RTMC network staff for the past several years. This software oversees network performance to insure all ITS devices in the field and data room are online and communicating within the system. If problems occur within this network and alerts are sent to the RTMC, staff can immediately respond with the necessary equipment and resources to get the system back to full operation.

Since this network spans over 400 miles, it is imperative that we have the Nagios XI Enterprise Server and Network Monitoring software available at all times. The vendor has provided a quote of $24,873.30 for the dates of 5/12/2024 to 5/11/2025 for one-year of ticket support/maintenance, add on features throughout the year, a network analyzer unlimited source license and log server instance license. Having this support in place with advanced payment assures that the District Two RTMC network will have all it’s devices and fiber monitored 24/7. Nagios is the sole provider of Nagios XI software.
