About this file
This document is a Notice of Intended Decision to Enter into a Single Source Contract (PUR 7778) issued by the Florida Department of Management Services (DMS). DMS is pursuing this single source contract with Motorola Solutions, Inc. for maintenance and support of the Florida Interoperability Network (FIN), which allows federal, state, and local agencies to bridge communication between disparate radio systems. The vendor will provide maintenance, break/fix repair or replacement, and technical support for the existing MotoBridge equipment, including radio equipment, gateways, computers, servers, and workstations. DMS has authority to maintain this system pursuant to section 282.702, Florida Statutes. The intended single source contract is for $563,349.36.
The justification for the single source purchase is that the Motorola system is proprietary, and Motorola is the only company that can provide the necessary maintenance service and replacement parts for the installed equipment. This purchase is to maintain continuity of service for the FIN, which is a valuable resource for communication between agencies during daily operations and emergency response.

Price:
$563,349.36
Justification for Single Source Purchase (what is necessary and unique about the commodity, contractual service, or source; steps taken to confirm unavailability of competition, as appropriate):
The FIN allows federal, state and local agencies bridge communication between disparate radio systems throughout the state that would otherwise impede aid in emergency operations. To secure the network, DMS issued a competitive solicitation in 2004 and the contract was awarded to Motorola for purchase of equipment, installation and maintenance. The Motorola system is still operable and continues to provide these agencies a valuable resource to communicate with each other for daily operations and efficient response in an emergency crisis.
The statewide solution is proprietary to Motorola, which is the only company that can provide the maintenance service and replacement parts for the equipment installed. This purchase is to maintain continuity of service for maintenance of the FIN.
