About this file
This is a Notice of Intended Decision to Enter into a Single Source Contract from the Florida Department of Transportation (FDOT) for the procurement of a Chloride Auto-titration system. The FDOT's State Materials Office, under the direction of Melanie Sowers, is seeking to acquire a set of instruments designed to test chloride content in concrete and cementitious materials in compliance with Florida Method of Test, FM 5-516. The current system in use by FDOT cannot perform certain functions required to support updates to the test method and is reaching the end of its service life. The new system will provide the capability to accommodate 180-milliliter beakers, include built-in controls that allow the titrator to independently determine proper solution strength, and operate fully automatically, enabling testing to be performed outside normal business hours or allowing laboratory personnel to perform other tasks during their work schedule. This upgrade is intended to significantly increase the number of tests that can be performed and improve the accuracy and repeatability of testing by eliminating human variability associated with manual testing methods.
The contract is valued at $152,427.41 and is being entered into as a single source acquisition with Mettler-Toledo, LLC., as the intended vendor. Mettler-Toledo has been identified as the only known vendor that possesses equipment with the functionality to perform all tasks required to carry out Florida Method of Test, FM 5-516. The notice was posted on November 10, 2025, at 5:00 PM EST and was approved by Paul Baker, State Purchasing Administrator. The contract is subject to protest provisions under section 120.57(3), Florida Statutes, and interested parties must file any protests within the time prescribed by law or forfeit their right to proceedings under Chapter 120, Florida Statutes.

41114600 - Metals and Metallurgy and Structural Materials Testing Instruments
Requestor (division, bureau, office, individual, as appropriate): Melanie Sowers, State Materials Office
Performance and/or Design Requirements (intended use, function or application, compatibility etc.
requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
The Chloride Auto-titration system is a set of instruments used for testing chloride content in concrete and cementitious materials. The current system being used by FDOT cannot perform certain functions to support updates to the test method to comply with the Florida Method of Test, FM 5-516. Additionally, the current system is reaching the end of its service life. The new system has the functional-ity to perform all the tasks needed to carry out Florida Method of Test, FM 5-516 for determining low-levels of chloride in concrete and raw materials. The system has the capability to accommodate a sufficient number of 180 milliliter beakers to maximize efficiency and performance. In addition, the system has the built-in controls that allow the titrator to independently determine the proper solution strength to use for titration. This built-in logic allows for the system to run fully automatic so that testing can be performed after the laboratory employee has left for the day or allows them to perform other tasks during their normal work schedule. This will significantly increase the number of tests that can be per-formed and improve the accuracy and repeatability of the testing by removing the human variability associated with a manual testing method.
Intended source (vendor, contractor): Mettler-Toledo, LLC.
Price: $152,427.41
Justification for single source acquisition (what is necessary and unique about the product, service or source;
steps taken to confirm unavailability of competition, as appropriate): Mettler-Toledo is the only known vendor known that possess equipment with the functionality to perform all the tasks needed to carry out
Florida Method of Test, FM 5-516.
