About this file
This document is a Notice of Intended Decision to Enter into a Single Source Contract issued by the Florida Department of Transportation (FDOT).
The notice describes the need to redevelop the SeaCIP grant application management system into a new system called SeaHUB. The new system will be used by FDOT's Seaport office to review projects, allocate funding, and manage all project management activities for the 16 ports in Florida. FDOT has determined that AskReply, Inc., the original developer of SeaCIP, is uniquely qualified to redevelop the system into SeaHUB and is the intended sole-source contractor for this $276,284.27 effort. The notice provides justification for the sole-source acquisition, citing the age and maintenance challenges of the existing SeaCIP system.

The grant application system will be used by the Seaport office to review projects in coordination with the

All project management and scheduling activities for the projects are managed through the system including grant agreement development, milestone tracking, invoicing, and auditing.

Justification for single source acquisition (what is necessary and unique about the product, service or source;
steps taken to confirm unavailability of competition, as appropriate): SeaHUB is intended to replace SeaCIP, which is the system FDOT is currently using. SeaCIP is a 20-year-old application management program that is at the end of its useful life. Currently, the program receives considerable maintenance to ensure its baseline functions. Replacing SeaCIP with SeaHUB is expected to reduce maintenance costs, increase productivity, save time, and reduce project and program risks. AskReply, Inc. is uniquely qualified to re-develop SeaCIP into SeaHUB, as they originally developed the existing Seaport grant application system.
