About this file

This document is a Notice of Intended Decision to Enter into a Single Source Contract (PUR 7778) issued by the Florida Department of Transportation (FDOT). The document describes the need to redevelop the SeaCIP grant application management system into a new system called SeaHUB. The SeaHUB system will be used by the FDOT Seaport office to review projects, allocate funds, and manage all project management activities for the 16 ports in the State of Florida. FDOT intends to award this single source contract to AskReply, Inc., as they were the original developers of the existing SeaCIP system.

The price for this contract is $276,284.27. FDOT has determined that AskReply, Inc. is uniquely qualified to redevelop the SeaCIP system into SeaHUB, as they possess the necessary knowledge and expertise from the original system development. This redevelopment is expected to reduce maintenance costs, increase productivity, save time, and reduce project and program risks compared to continuing to use the existing 20-year-old SeaCIP system.
