About this file

This is a Description of Intended Single Source Purchase (PUR 7776) form issued by the Florida Department of Agriculture and Consumer Services for floating aquatic vegetative tilling (FAVT) services deployment in Arbuckle Creek. The project encompasses three primary tasks: design and permitting of the FAVT facility with professional engineering services and environmental authorizations; construction and installation of the complete FAVT facility including site work, entrance roads, power infrastructure, and pumping systems; and operational improvements, grow-in, and preliminary optimization of the system to treat pumped flows with monitoring of phosphorus and nitrogen species and vegetation management. The contract is intended for Water and Soil Solutions, LLC, with a posting date of October 2, 2026, and a deadline for prospective vendors to submit information by October 23, 2026. The contract term extends from the date of execution through June 30, 2027.

The estimated contract amount ranges from approximately $5,700,000 to $6,000,000. The single source justification identifies Water and Soil Solutions, LLC as uniquely qualified due to its specialization in designing and implementing innovative environmental treatment technologies, expertise in wastewater and surface water treatment evaluation, and formation expressly for FAVT system deployment and optimization, utilizing key staff from Azurea, Inc., and Federico & Associates, Inc. The vendor must demonstrate strong capabilities in surface water and waste treatment technologies, lake management, biogeochemistry of sediments, groundwater and surface water modeling, and expertise in sustainable environmental treatment technologies. The contact for this procurement is Stephanie Bergozza, Purchasing Director, Division of Administration, at (850) 617-7181 or Procurement@FDACS.gov.
