About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Corrections (FDC) for the acquisition of online Learning Labs. The FDC seeks to purchase the Learning Labs to prepare incarcerated adults for post-release employment, with the goal of reducing recidivism and promoting post-release success. The Learning Labs will be installed at 55 institutional sites and offer inmates access to whitelisted websites for education, training, and employment resources.

The intended single source for this procurement is ATLO Software, LLC, which is the sole provider of the ATLO Portal compatible with the ATLO Virtual Private Cloud network. ATLO has unique features that allow integration with entities like CareerSource Florida and enable remote sessions with inmates. The FDC has determined that ATLO is the only vendor that can meet the Department's requirements for the identified assessments, testing services, credentialing, and software options in a single deployable device. The estimated dollar amount for the five-year term contract is $15,301,000.
