About this file

This document is a Description of Intended Single Source Purchase (Form PUR 7776) from the Florida Department of Corrections (FDC) for Post-Release Ground Transportation Services. FDC is seeking a vendor to provide vehicular transportation to any destination in Florida or the United States for inmates released from FDC custody. The vendor must comply with all state and federal motor vehicle regulations, provide assistance for inmates requiring ADA accommodations, and have the infrastructure to meet the statewide pickup and nationwide drop-off requirements. FDC has identified FlixBus, Inc. as the sole source capable of meeting these needs and intends to award a five-year contract with an estimated annual value of $1,000,000.

The justification for the single source award is that FlixBus, through its subsidiary Greyhound, is the only vendor with the established infrastructure to provide transportation services from all of FDC's designated locations to destinations across Florida and the United States. FDC has confirmed that no other vendors can meet these requirements. The intended purchase will be subject to the notification and protest procedures specified in Rule 60A-1.045, Florida Administrative Code, and Section 120.57(3), Florida Statutes.

Estimated Dollar Amount:

$1,000,000.00 annually for a five (5) year term

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

FlixBus, Inc. is the only source that can:

• Pick up at all of the Department’s designated locations;

• Provide the most economical means of meeting the needs for post-release transport of inmates, as required by Section 944.611, Florida Statutes (F.S.); and

• Maintain a statewide and interstate destination network to meet the needs for post-release transport of the Department’s inmate population.

FDC has researched other potential transportation services and found none with the established infrastructure to meet the requirements of statewide pick-up locations and nationwide drop-off locations. Greyhound, a subsidary of FlixBus, Inc., is the only Vendor with the necessary infrastructure required for transportation to meet FDC's need.
