About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Corrections (FDC) for Online Computer-Based Software and Assessments. FDC is seeking to purchase TABE Online Software Licensing for its Academic Education Programs for a 3-year term. Data Recognition Corporation (DRC) is the sole provider and publisher of the TABE Online software, which the State Board of Education has approved. FDC requires this software to determine inmate needs, eligibility, program placement, and institutional assignments. The total estimated value of the contract is $700,000 over the 3-year term.
DRC is the only vendor that can meet FDC's specific requirements for computer-based input with instantaneous scoring, which is necessary to maintain continuity with FDC's current processes and systems. Utilizing a different assessment software would result in significant cost increases and system changes for FDC. FDC has determined that DRC is the sole source that can provide the required products and services at this time.

programs, and institutional assignment. Minimum TABE scores are also required for placement in some institutional job assignments. Data Recognition Corporation (DRC) is the publisher of
TABE® Online. This product is an embedded computer-based system that allows input with instantaneous scoring. TABE® Online provides unique tools to enhance the educational opportunities for inmates within the Department’s various institutions. Some software modules make it possible to customize inmate study plans to maximize results for individual inmates, while others provide instruction within specific areas. TABE® Online will provide the ability for the Department’s academic staff to increase the chances for inmates to be not only rehabilitated, but be able to support themselves and obtain gainful employment.

Data Recognition Corporation
13490 Bass Lake Road
Maple Grove, Minnesota 55311
Estimated Dollar Amount:
$700,000.00 for three (3) year term
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
TABE® Online is the only product containing computer-based input with instantaneous scoring, which meets the requirements and has been approved by the State Board of Education (Board).
The use of the other assessments approved by the Board would not provide continuity with the
FDC's current system and processes. Utilizing a different assessment software would result in a significant cost increase to the Department. It would need to revamp the Test History within the
Department’s Offender Based Information System, causing a delay in providing services to inmates within the Department’s care.
Data Recognition Corporation is the sole provider, publisher, and holds the copyrights to
TABE® software and testing materials.
It has been determined that Data Recognition Corporation is the only vendor that can meet the
Department’s needs at this time.
