About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Corrections (FDC) for Post-Release Ground Transportation Services for inmates released from FDC custody. FDC is seeking a vendor to provide vehicular transportation to any destination in Florida or the United States served by the vendor and its interline partners. The vendor must comply with all state and federal motor vehicle regulations, provide assistance for inmates with physical disabilities, and inform FDC of scheduled pick-up times within 3 hours of receiving release information. FDC has identified FlixBus, Inc. as the sole source that can meet the requirements of statewide pick-up locations and nationwide drop-off locations, as well as provide the most economical means of meeting the needs for post-release transport of inmates. The contract term is 5 years with an estimated annual value of $1,000,000.
The justification for the single source acquisition is that FlixBus, Inc., a subsidiary of Greyhound, is the only vendor that can meet the infrastructure requirements, as it has dominated this industry for decades and it is not feasible for another company to establish the necessary infrastructure within 5 years. FDC has researched other potential transportation services and found none with the capabilities to meet the stated requirements.

Intended Single Source:
FlixBus, Inc.
340 S. Lemon Ave #8045
Walnut, CA 91789
Estimated Dollar Amount:
$1,000,000.00 annually for five (5) year term
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
FlixBus, Inc. is the only source that can:
• Pick up at all of the Department’s designated locations;
• Provide the most economical means of meeting the needs for post-release transport of inmates, as required by Section 944.611, Florida Statutes (F.S.);
• Maintain a statewide and interstate destination network to meet the needs for post-release transport of the Department’s inmate population.
The Department has researched other potential transportation services and found none with the infrastructure to meet the requirements of statewide pick-up locations and nationwide drop-off locations. Greyhound, a subsidary of FlixBus has dominated this industry for decades, and it is not feasible for another company to establish the necessary infrastructure required for transportation on this large scale within five (5) years.
