About this file

This is a Description of Intended Single Source Purchase (Form PUR 7776) from the Florida Department of Law Enforcement (FDLE) for a confidential software license from Skopenow, Inc. The software license is classified under UNSPSC code 43232309 for information retrieval or search software, with the contract term running from February 1, 2025 to January 31, 2026. The request originates from FDLE's Pensacola Regional Operations Center, with responses due by January 28, 2025. The software directly supports FDLE's investigative tactics and is deemed confidential to protect law enforcement operations integrity.

The estimated contract value is $50,000.00, with Skopenow, Inc. (located at 12 East 49th St, Floor 11, New York, NY 10017) identified as the intended single source provider. The justification for the single-source acquisition states that Skopenow, Inc. is the sole provider of the technology, processes, and specifications essential to FDLE's investigative mission. The purchase has been approved by Julia Lycett, Chief of General Services, and Chris Williams, Special Agent in Charge. Prospective vendors may submit information regarding their ability to provide the services, though the agency has determined these services are only available from a single source.
