Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Sole Source Justification and Specifications for the Acquisition of a Robotic Multicomponent Titrator/ISE Analyzer

The Florida Department of Environmental Protection, Chemistry Program, seeks to improve its analytical capabilities with the acquisition of an efficient Titrator/ISE Analyzer for inorganic analyses. This instrument must be able to analyze pH, Alkalinity (total and partial alkalinity), Specific Conductance, and Fluoride at the highest level of accuracy and precision in a parallel fashion. It must feature simple visual cues, audit trail, and software security features to prevent user error and support method parameter integrity. To maintain methodological continuity in the laboratory the analyzer must be able to follow and meet the specifications of the analytical methods below.

1. Automatic Titrator/ISE Analyzer Specifications

PUR 7776 (Revised 07/2022) Page 4 of 7 Incorporated by Reference: Rule 60A-1.045, F.A.C.

1.1 To maintain methodological continuity in the laboratory the instrument must perform analyses for pH, Alkalinity, Specific Conductance, and Fluoride meeting all the specifications in the methods below (a-d). These are the methods the laboratory is currently using or accredited for.

a. EPA 120.1 (Specific conductance)

b. SM 2320 B (Alkalinity)

c. SM 4500-F- C (Fluoride)

d. SM 4500-H+ B and EPA 9045 (pH)

1.2 All probes and dosing equipment must be manufactured in-house by the vendor to provide continuity in performance of the parts and allow for the highest level of professional support for troubleshooting, analytical improvements, and method development support.

1.3 All the analyses following the methods mentioned in 1.1 must be performed from the same sample vessel in parallel to provide the most efficient mode of operation.

1.4 The instrument must be able to perform the calibrations for the different analyses in parallel to provide the most efficient mode of operation.

1.5 The instrument must have a minimum sample throughput of 100 vessels loaded on the instrument at one time with enough volume in each vessel to complete all four different tests as specified in 1.1. to meet DEP’s workload and sample turnaround requirements.

1.6 The instrument must have a dedicated rinse station without taking up a sample rack position. This allows for maximum throughput and the most efficient mode of operation.

1.7 The instrument must automatically rinse electrodes, pipetting system, and all tubing in between samples to eliminate contamination.

1.8 The instrument must have sample racks with automatic rack recognition through the software. Racks must be removable, reloadable, and exchangeable with racks accommodating different vessel sizes while the instrument is working. This allows the user to add samples during analysis. It significantly increases analytical efficiency and allows flexibility in the analytical run management.

1.9 The manufacturer must be able to provide reusable glass sample vessels dedicated for different sample volume racks as an option. Reusable glass sample vessels promote the reduction of plastic waste in the laboratory.

1.10 The instrument must have a visual recognition system that prevents incorrect reagent or titrant bottles from being connected to the instrument. Visual cues are essential to achieve robust operation and minimize user error and associated loss in efficiency.

1.11 The instrument must have a 100,000-step built-in buret drive motor to assure highest titration accuracy.

1.12 The instrument must have measuring modules interfacing with the electrodes having a minimum range of ±2400 mV. This range is needed to achieve the highest level of analytical sensitivity.

1.13 The instrument must dispense titrant, reagents, and sample volumes with the highest accuracy. Dosing devices are accurate to ± 0.004 %.

1.14 The instrument must titrate Total Alkalinity samples to an end point of pH 4.5. If Total Alkalinity is less than 20 mg CaCO3/L, the sample must be titrated to an end point of pH 4.2 without taking two sample aliquots. This capability is required by the method listed in 1.1.

1.15 For Fluoride analysis the instrument must allow for the selections of different calibration models including linear, higher order, and point-to-point using five (5) or more standards. This capability is essential to meeting the requirements within the current accreditation standard as well as allowing flexibility to adjust to different calibration models if needed.

PUR 7776 (Revised 07/2022) Page 5 of 7 Incorporated by Reference: Rule 60A-1.045, F.A.C.

1.16 The pH and conductivity probes must have internal temperature probes that can be calibrated. Conductivity data is automatically adjusted according to the temperature and reported at 25 oC. These capabilities are necessary to comply with the laboratory’s accreditation standard as well as the methods listed in 1.1.

1.17 The conductivity cell must have a measuring range from 0.1 µS to 100 mS. This range ensures suitability for the variety of environmental samples the laboratory receives.

1.18 The temperature of the sample must be reported as an independent parameter in the analysis report. This is required by the laboratory’s accreditation standard.

2. Software Specifications

2.1 The software must be able to support single determinations, series determinations, and parallel determinations. This allows for the most efficient and flexible mode of operation depending on the circumstances of the analytical run.

2.2 The software must provide an output data format (csv or text file) compatible with the Florida DEP Laboratory Information Management System (LIMS). This is necessary to integrate the data produced by the instrument into the laboratory’s current data reporting process.

2.3 The software must allow scheduling changes, live calibration, and titration curve displays, and data exporting without interrupting sample analysis. This allows for the most efficient mode of operation. The analyst must be able to observe the progress of the analysis in detail and be able to intervene immediately as needed.

2.4 The software must have a secure audit trail that eliminates modification of data and methods by users. This feature is essential to ensuring data traceability and method parameter integrity. It prevents accidental method modifications which helps ensure that the laboratory meets the data integrity requirements of the accreditation standard.

2.5 The software must display the live status of each major component of the instrument, i.e., any errors present. This specification promotes efficient and effective troubleshooting and prevents extended instrument downtime.

2.6 The software must be able to provide speciation reports of Alkalinity, i.e., report the concentrations of carbonate, bicarbonate, and hydroxide fractions of Alkalinity. This is necessary to continue upholding client requests for these parameters.

2.7 The software must trigger reagent/titrant warnings to users, such as insufficient volume and expiration dates. These warnings will prevent user error and unnecessary waste of time and materials for reanalysis.

3. Service, Installation, and Training

3.1 The vendor of the instrument must be the sole source of service, technical support, and exclusive distributor of instrument parts and accessories. The equipment must not be modified against the original equipment manufacturers (OEM) recommendation. This ensures that the instrument does not void the OEM warranty.

3.2 The vendor must provide on-site support including installation, training, service, live ongoing technical support, and testing methodology. This is critical to ensure successful installation, competent user training at the laboratory as well as ongoing qualified support with troubleshooting and method development.

3.3 The vendor must provide a minimum of three-year warranty support. Warranty service is needed to mitigate potential instrument failure and reduce instrument downtime. This will serve as a verification of the instrument’s performance without high risk to the laboratory.

PUR 7776 (Revised 07/2022) Page 6 of 7 Incorporated by Reference: Rule 60A-1.045, F.A.C.

3.4 The vendor must offer on-site yearly preventative maintenance contracts. Preventative maintenance on an annual basis is imperative for the longevity of the instrument’s functionality and performance.

3.5 The vendor must offer service agreements that allow for on-site service within the next three business days. This requirement helps minimize downtime and disruption to laboratory operations. This is especially important as Alkalinity has a 14 day hold time. Timely response is critical to meet client requests for turnaround time as well as preventing sample expirations.

3.6 The vendor of the instrument must provide a minimum of 10 years support after production of the purchased instrument ceases. This helps ensure that the laboratory can receive quality service over the life of the instrument.
