About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Board of Governors, posted on 6/5/2025, seeking OKTA Custom Integration & Oracle Application Express Support Services from Insum Solutions Corp., A Talan Company. The procurement is for advanced Oracle Application Express architecture and implementation support services on an as-needed basis, including optimizing the Application Express environment, evaluating performance, implementing new features, integrating external services, and supporting Single Sign On with Talan AuthZ. The contract term is three years, with an estimated first-year cost of $500,000 and a total estimated dollar amount of $1,500,000.00. The services include a full-time Apex application developer for six months to augment staff shortages and part-time Apex resources for API integration and plug-in implementation.

The justification for single-source acquisition is Talan's unique capability to provide assistance with their proprietary Talan AuthZ product integration into Application Express, their exclusive access to Apex Office Print and Edit integrations, and their ability to modify existing applications for REST API integrations with services like SolarWinds Service Desk and Adobe Sign. The Board argues that generic Oracle database SQL programmers without intimate knowledge of the Talan AuthZ product pose substantial technical risks, including potential breaking of existing applications and missed project deadlines. The procurement is structured to ensure compatibility with existing systems and leverage Talan's specialized expertise in Okta custom integration components and the AuthZ software environment.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Talan is the only organization that can provide assistance with the usage of Talan Authz product into Application Express, as they are the developers of this product. Talan has unique access and experience with Apex Office Print and Apex Office Edit integrations. The REST API integrations between Application Express and external services like our SolarWinds Service Desk and Adobe Sign require modifications to existing applications to implement the Talan AuthZ product. The ability to meet deliverable deadlines for our application development team, currently shorthanded by 2 developers, is expected to be met by the engagement of a contractor with direct in-depth knowledge of the AuthZ product and Application Express environment.

Talan also created custom Okta integration components for their proprietary AuthZ software.

Talan’s services are required to maintain the Okta custom integration.
