About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Executive Office of the Governor of Florida for economic data licenses. The agency seeks an online subscription and licensing service for US economic data to support the Office of Policy and Budget with five concurrent users. The contract term runs for one year from July 1, 2026, through June 30, 2027. The deadline for prospective vendors to submit information regarding their ability to supply the requested commodities or services is May 4, 2026. The purchase is being posted in accordance with Florida Statutes sections 120.57(3) and 287.057(3) for a mandatory 15 business day posting period.

The estimated dollar amount for this single source acquisition is $47,250.00. IHS Global Inc. is identified as the intended single source vendor, as the agency determined that IHS Global offers proprietary economic data and analytical capabilities that are unique and necessary for the agency's stated requirements. The justification for the single source procurement stems from the EOG's decades-long reliance on IHS Markit data and Eviews statistical software for creating economic forecasts statutorily mandated by Florida law. Additionally, the Legislative Office of Economic and Demographic Research uses the same data source, enabling the two entities to develop consensus economic forecasts collaboratively. IHS Global's offering includes not only the economic data and Eviews software but also commentary, news, and analysis of economic conditions that support policy development. The contact for this purchase is Jacob Hershberger, Purchasing Director, at the Executive Office of the Governor, with correspondence directed to EOGPurchasing@eog.myflorida.com or 850-717-9555.

The economic forecasts from IHS are an excellent resource that the EOG has used for decades to create economics forecasts for Florida. Not only does IHS Markit provide the data, but they also provide the EOG with Eviews, which is a statistical application that houses the data and allows us to create forecasts for many different tax sources as statutorily mandated. EOG's counterparts at the Legislative Office of Economic and Demographic also use the same data source. This allows the EOG to use the same data history in developing consensus forecasts. An alternative data source would severely hinder developing consensus economic forecasts with the Legislature. In addition to providing the data and the software, IHS Markit also provides
