About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Business and Professional Regulation (DBPR) to provide computer-based testing examination services to approved Building Code Candidates. The Department intends to award a single-source contract to the International Code Council for a term of five years with a renewal/extension option. The services are required to provide examination services for the Building Code Administrator's and Inspector's Board Examination program. The total estimated value of the contract is $2,400,000.

The justification for a single-source acquisition is based on Florida Statutes that require the examination approved for certification to be substantially equivalent to the examinations administered by the International Code Council. The Department has determined that the International Code Council is the only source capable of providing the required examination services. Prospective vendors are requested to provide information regarding their ability to supply the required services, and the Department will provide notice of its intended decision to enter a single-source purchase contract if it is determined that the services are available only from a single source.
