About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) posted by the Florida Department of Management Services (DMS). DMS intends to enter into a single source contract with Motorola Solutions, Inc. for maintenance and support of the Florida Interoperability Network (FIN), which allows federal, state, and local agencies to bridge communication between disparate radio systems throughout the state. The contract is for 12 months of maintenance, break/fix repair or replacement, and technical support for existing MotoBridge equipment, including radio equipment, gateways, computers, servers, and workstations. The estimated dollar amount for this single source contract is $563,349.36. DMS is pursuing this single source contract because the FIN equipment is proprietary to Motorola, and no other vendors can provide the required maintenance services and replacement parts.
The justification for this single source acquisition is that the maintenance is necessary to maintain continuity of service for the FIN, which supports emergency operations across Florida. DMS has the authority to maintain this system pursuant to section 282.702 of the Florida Statutes. This procurement opportunity is relevant to Leon County and Boca Raton City in Florida.

DMS is pursuing this single source for maintenance and support of the bridge between disparate radio systems (MotoBridge) that supports the Florida Interoperability Network (FIN). DMS has authority to maintain this system pursuant to section 282.702, Florida Statutes. The vendor shall provide maintenance, break/fix repair or replacement, and technical support for existing

Intended Single Source:
PUR 7776 (Revised 07/2022) Page 2 of 2
Incorporated by Reference: Rule 60A-1.045, F.A.C.
Motorola Solutions, Inc.
Estimated Dollar Amount:
$563,349.36
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
The FIN allows federal, state, and local agencies to bridge communication between disparate radio systems throughout the state, improving aid in emergency operations. In 2004, DMS contracted with Motorola, pursuant to a competitive solicitation, for the purchase of equipment, including installation and maintenance, to secure the FIN. Maintenance is no longer being provided under the contract, which expired on September 30, 2014; however, the equipment is still operable and continues to support the FIN. Because the equipment is proprietary to
Motorola, no other vendors can provide the requisite maintenance services and replacement parts. This purchase is to maintain continuity of service for maintenance of the FIN.
