About this file

This document is a Description of Intended Single Source Purchase (Form PUR 7776) from the Florida Department of Corrections (FDC) regarding the procurement of online Learning Labs from ATLO Software, LLC. The FDC seeks to purchase these online Learning Labs to prepare incarcerated adults for post-release employment opportunities. The online Learning Labs will be installed at 55 institutional sites and offer inmates access to education resources, industry-recognized training, employability coaching, and Employ Florida registration. ATLO Software, LLC is the sole source provider for this five-year, $16,301,000 contract, as they maintain exclusive ownership and licensing rights to the required software and systems.

The justification for this single-source acquisition is that ATLO holds all copyright privileges for its proprietary software, products, and services, and there are no similar products available for purchase that would serve the same purpose. ATLO currently provides these services to other correctional institutions in the United States and is the only vendor capable of meeting the FDC's specific security and technology requirements, including the provision of integrated video teleconferencing equipment, assessments, testing services, credentialing, and software options.
