About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for the procurement of motorcycle wireless communication kits. The intended purchase is to acquire helmet communication Freedom Wireless Systems, including accompanying controls and equipment, from PVP Communications, Inc. for the Florida Highway Patrol to safely and effectively perform tasks in the field. The products integrate Bluetooth wireless connections to mobile radios, allow cell phone integration, and provide wireless capabilities of motorcycle-mounted radios. The estimated dollar amount for the one-year contract is $65,000. PVP Communications, Inc. is the sole manufacturer of the PVP helmet communications systems, which incorporate Bluetooth wireless technology and are specifically designed to address the communications and safety needs of law enforcement motorcycles.
The justification for the single-source acquisition is that PVP Communications, Inc. holds specific patents for the manufacture of these helmet communication systems, which are the only products of their kind that incorporate the necessary Bluetooth wireless technology. FLHSMV has determined in writing that the commodities or contractual services are available only from this single source.
