About this file
The document is a State of Florida Department of Transportation (FDOT) Description of Intended Single Source Purchase form for an Auto Titration System. FDOT intends to purchase a Chloride Auto-titration system from Mettler-Toledo, LLC for testing chloride content in concrete and cementitious materials. The procurement is for a ten-month term, with a posted date of 10.20.2025 and a last day for receipt of information on 11.10.2025. The system is specifically needed to comply with Florida Method of Test, FM 5-516, and to replace an existing system that cannot perform all required testing functions.
The estimated dollar amount for this single-source procurement is $152,427.41. FDOT justifies the single-source selection by stating that Mettler-Toledo is the only known vendor with equipment capable of performing all tasks required for the specific testing method. The new system offers advanced features, including the ability to accommodate 180-milliliter beakers, built-in controls for solution strength determination, and full automation that allows for testing outside of normal work hours. This procurement aims to improve testing efficiency, accuracy, and repeatability by reducing human variability in the testing process.

Quantity or Term (as appropriate): Ten (10) Months
Requestor (division, bureau, office, individual, as appropriate): Melanie Sowers, State Materials Office
Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): The Chloride Auto-titration system is a set of instruments used for testing chloride content in concrete and cementitious materials. The current system being used by
FDOT cannot perform certain functions to support updates to the test method to comply with the Florida Method of Test, FM 5-516. Additionally, the current system is reaching the end of its service life. The new system has the functionality to perform all the tasks needed to carry out Florida Method of Test, FM 5-516 for determining low-levels of chloride in concrete and raw materials. The system has the capability to accommodate a sufficient number of 180 milliliter beakers to maximize efficiency and performance. In addition, the system has the built-in controls that allow the titrator to independently determine the proper solution strength to use for titration. This built-in logic allows for the system to run fully automatic so that testing can be performed after the laboratory employee has left for the day or allows them to perform other tasks during their normal work schedule. This will significantly increase the number of tests that can be performed and improve the accuracy and repeatability of the testing by removing the human variability associated with a manual testing method.
Intended source (vendor, contractor): Mettler-Toledo, LLC.
Estimated Dollar Amount: $152,427.41
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): Mettler-Toledo is the only known vendor known that possess equipment with the functionality to perform all the tasks needed to carry out Florida Method of Test, FM 5-516.
