About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Management Services (DMS) for Florida Interoperability Network (FIN) Maintenance. The procurement seeks maintenance services for Message Switching Systems (Radio and Telecommunications) from Motorola Solutions, Inc. for a 12-month term from July 1, 2025 to June 30, 2026. The solicitation was posted on 6/4/2025 with a last day for receipt of information on 6/25/2025, following statutory requirements for single-source procurement notification.
The total estimated dollar amount for the maintenance services is $563,349.36, with justification centered on the proprietary nature of the existing radio communication bridge equipment. Originally purchased in 2004 through a competitive solicitation, the Motorola equipment continues to support inter-agency communication across federal, state, and local emergency operations systems. Since the equipment is proprietary to Motorola and no other vendors can provide maintenance or replacement parts, DMS is pursuing this single-source procurement to maintain continuity of service for the Florida Interoperability Network (FIN).

PUR 7776 (Revised 07/2022) Page 2 of 2 Incorporated by Reference: Rule 60A-1.045, F.A.C.
Intended Single Source:
Motorola Solutions, Inc.
Estimated Dollar Amount:
$563,349.36
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
The FIN allows federal, state, and local agencies to bridge communication between disparate radio systems throughout the state, improving aid in emergency operations. In 2004, DMS contracted with Motorola, pursuant to a competitive solicitation, for the purchase of equipment, including installation and maintenance, to secure the FIN. Maintenance is no longer being provided under the contract, which expired on September 30, 2014; however, the equipment is still operable and continues to support the FIN. Because the equipment is proprietary to Motorola, no other vendors can provide the requisite maintenance services and replacement parts. This purchase is to maintain continuity of service for maintenance of the FIN.
