About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Transportation (FDOT). FDOT intends to enter into a single source contract with AskReply, Inc. dba B2GNow to re-develop the existing SeaCIP grant application management system into a new system called SeaHUB. The re-development project will last for three months and aims to create a customized dashboard, an applications management module, a contracts management module, an invoices management module, and an improved document library tool. The purpose is to replace the outdated and non-intuitive SeaCIP system with a more user-friendly and functional SeaHUB system to reduce maintenance costs, increase productivity, save time, and reduce project and program risks.

The estimated dollar amount for this single source contract is $153,784.47. FDOT has determined that B2GNow, the original developer of SeaCIP, is uniquely qualified to re-develop the system into SeaHUB and that the commodities or contractual services are only available from this single source.

This description of commodities or contractual services intended for purchase from a single source is posted in accordance with section 287.057(3)(c), Florida Statutes and will remain posted for a period of at least 15 business days.

Commodity or Service Required (commodity class and group, manufacturer, model, and description, as appropriate):

Requestor (division, bureau, office, individual, as appropriate): Jerry Scott, Seaport Office

Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): SeaCIP is used to review projects in coordination with the Department of Economic Opportunity, allocate dollars and manage all project management functionality required to implement and deliver all planned projects at the 16 ports in the State of Florida. All project management and scheduling activities for the projects are managed through the system including grant agreement development, milestone tracking, invoicing, and auditing. This grant application program is obsolete and lacks numerous features including an intuitive interface, application tracking, and sensible application-project connections. Replacing SeaCIP with SeaHub is expected to reduce maintenance costs, increase productivity, save time, and reduce project and program risks. B2Gnow/BlackCat (formerly Panther International, Inc.) who originally developed SeaCIP, will re-develop SeaCIP into SeaHUB by achieving the following outcomes attached.

Intended source (vendor, contractor): AskReply, Inc. dba B2Gnow.

Estimated Dollar Amount: $153,784.47

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): SeaCIP is a 20-year-old/obsolete grant application management system that receives considerable maintenance, is non-intuitive, and lacks grant management functions. B2Gnow is uniquely qualified to re-develop SeaCIP into SeaHUB, as they originally developed the existing Seaport grant application system.

Assistant General Counsel

1. Create a customized SeaHUB Dashboard based on ports assigned to each user.

2. Build an Applications management module capable of seamlessly walking applications from early development through the funding phase.

3. Develop a Contracts management module capable of seamlessly walking contracts from early development through execution. Contracts are essential tools of the Department for administering grants. The Department utilizes boilerplate agreements including the Public Transportation Grant Agreement (PTGA), PTGA Amendments, PTGA Extensions forms, and PTGA Termination forms. This module will aid in the development of these contract documents and offer options for routing the documents.

4. Design an Invoices management module capable of seamlessly walking invoices from early development through execution. Invoices are essential elements for administering grant programs. The Department generally has standard protocols accepted across Districts for processing invoices; however, Districts have certain preferences and processes that require any Invoice management module to be flexible. This module will aid in process ing invoice documents and offer options for routing the documents.

5. Create a tool that aids all users in retaining files. This Library tool will be based off of the Library tool in the Original SeaCIP; however, since more documents will be stored in the Library in SeaHUB, there will be upgrades to storing and sorting that will make the library tool easier to navigate.
