About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Transportation (FDOT). FDOT is requesting services from a single source vendor, Lampl Herbert Consultants, to provide technical and research services related to updating the prior "Strategic Aggregates Study: Sources, Constraints, and Economic Value of Limestone and Sand in Florida" report. The updates will address FDOT's need to estimate the "life of mine" permitted reserves in Florida and gain comprehensive knowledge of existing and/or emerging socio-political situations that could impact the extraction and/or delivery of rock and aggregate materials. The intended contract term is 8 months, and the estimated dollar amount is $240,000.

The justification for this single source procurement is that Lampl Herbert Consultants is the original author of the prior study and is uniquely qualified to provide the necessary updates to ensure continuity of information and build upon the previous outcomes. FDOT lacks the internal capability to complete these updates and requires the expertise of the original vendor. Vendor information must be received by March 13, 2023, and FDOT will post notice of its intended decision to enter a single source purchase contract if it is determined that the services are only available from a single source.

This description of commodities or contractual services intended for purchase from a single source is posted in accordance with section 287.057(3)(c), Florida Statutes and will remain posted for a period of at least 15 business days.

Commodity or Service Required (commodity class and group, manufacturer, model, and description, as appropriate):

60104400- Geology and earth science; 81151700- Geology

Quantity or Term (as appropriate): 8 months

Requestor (division, bureau, office, individual, as appropriate): John Shoucair, State Materials Office

Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): Provide technical and research services related to updates to the "Strategic Aggregates Study: Sources, Constraints, and Economic Value of Limestone and Sand in Florida" prepared by Lampl Herbert Consultants. The report documents the availability of aggregate, limestone, and sand resources at mines in Florida; aggregate resources imported to Florida and identified socio-political factors that could impede access to rock.

Intended source (vendor, contractor): Lampl Herbert Consultants

Estimated Dollar Amount: $240,000

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): The Department requires specific updates to the prior analysis "Strategic Aggregates Study: Sources, Constraints, and Economic Value of Limestone and Sand in Florida", which described the movement of aggregates from mine to FDOT construction sites; identified a collection of socio-political situations that could affect FDOT construction plans, and modeled the potential effect of supply chain disruption on Florida's statewide economy.

FDOT has since developed a database to predict rock available at mines in or imported to Florida and to track the agency's demand. FDOT lacks, however, estimates as to "life of mine" permitted reserves in Florida or comprehensive knowledge of existing and/or emerging socio-political situations, either of which could threaten extraction and/or delivery of rock and, in the broader sense, trigger statewide economic consequences. Without these kinds of data, FDOT's ability to foresee and plan strategically is limited, and the agency is left to react to situations defined by other forces. As the author of the original study, it is necessary to engage the services of the same vendor to provide updates, to ensure continuity of information, build upon previous outcomes, and not require a complete re-write of the original report. Lampl Herbert is uniquely qualified to perform the services, as the originator of the prior analysis. The intended source for the analysis/study updates has 54 years experience in natural resource management assessments from both the regulatory and operational perspectives, and is best positioned to ensure the accuracy of the updates while completing the study updates in the short timeframe needed.
