About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Agriculture and Consumer Services. The agency is seeking to procure the OptiPMD instrumentation from PAC, the sole provider of this equipment in the United States, which can perform the ASTM D7345-17 micro distillation method for determining the distillation temperatures of automotive spark-ignition engine fuel. The procurement is for one unit of this specialized equipment, with an estimated total value of up to $94,000. The agency has justified this as a single-source acquisition due to PAC's exclusive distribution rights and the OptiPMD's unique capabilities that meet the agency's requirements. The posting will remain active for at least 15 business days, during which prospective vendors can provide information regarding their ability to supply the required commodities or services.

The estimated contract amount is $51,798.32. The agency's justification for the single-source acquisition cites PAC's exclusive distribution rights for the OptiPMD instrument and its ability to perform the required ASTM test method, which is an accepted method for determining fuel quality under the state's regulations. The procurement is being funded by the agency, and no set-asides or special requirements are mentioned.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

PAC is the only distributor in the United States with instrumentation that can run D7345-17.

PAC is the sole provider for the Portable Micro Distillation analyzer. The OptiPMD allows for a more efficient distillation analysis of fuel products that is currently on the laboratories scope (5 samples/hour versus 1 sample/hour) while being recognized as an acceptable method from ASTM. The Instrument requires less sample, time and training for analysts to operate. The Petroleum laboratories can still maintain a level of quality while increasing efficiency.
