About this file
This is a Description of Intended Single Source Purchase (PUR 7776) form submitted by the Florida Department of Agriculture and Consumer Services (FDACS) for laboratory and scientific equipment, supplies, and software. The Division of Plant Industry seeks to procure one Bio-Rad QX700E Droplet Digital PCR System, including the instrument, associated software (QX700 ddPCR System Analysis Software and QX700 ddPCR System Control Software), and related consumables and accessories. The system is required to support high-resolution, seven-color multiplex droplet digital PCR applications for environmental DNA detection of pests. The posting was made on September 18, 2026, with the last day for receipt of information from prospective vendors on October 9, 2026. The contract is scheduled for execution with a term ending June 30, 2027. No bidders' conference or site visit is indicated in the documentation.
The estimated contract amount is $56,829.02, with an approximate contract amount cap of $60,000.00. This is designated as a single-source procurement because Bio-Rad Laboratories, Inc. is the original manufacturer and sole supplier of the QX700E Droplet Digital PCR System, with proprietary microfluidic emulsion partitioning technology that is exclusively developed and commercialized by Bio-Rad. The justification for single-source acquisition emphasizes that no alternative supplier can provide an equivalent system or compatible components, and the specific technology is essential for the Methods Development and Biological Control program's operational requirements. The purchase was approved by multiple FDACS officials, including the Purchasing Director II and Director of Administration.
