About this file
This document is a Single Source Purchase (PUR 7776) filing by the Florida Division of Administrative Hearings (DOAH) for an Uninterruptible Power Supply (UPS) System. The procurement seeks to acquire a specific UPS system from Datamaxx Applied Technologies, Inc., valued at $45,000, with a posting date of 3/21/2025 and a final receipt date of 4/11/2025. The requested system includes a Galaxy VS UPS 50KW with N+1 Redundant Power Module (480V 3-phase Hardwired), a maintenance bypass panel, and five smart modular battery strings, designed to provide 26 minutes of runtime at a 30KW load.
The single-source justification centers on the unique circumstances of the existing UPS system, which is currently installed in the building DOAH is relocating to. Datamaxx is deemed the only viable vendor due to system ownership, seamless transition potential, compatibility with existing infrastructure, and avoidance of significant replacement costs and operational disruptions. The procurement is approved by key DOAH executives, including Jeff Russell (Chief Information Officer), Patricia Kenyon (Operations Manager), Cindy Ardoin (Budget Officer), and Megan S. Silver (Executive Director & Administrative Law Judge), and is being conducted in accordance with Sections 120.57(3) and 287.057(3) of Florida Statutes.

The Division of Administrative Hearings (DOAH) seeks to procure an Uninterruptible Power Supply (UPS) System from Datamaxx, which is currently installed in the building DOAH is relocating to. The UPS System is essential for ensuring continuous power for critical IT infrastructure.
The UPS System is defined as:
(1) Galaxy VS UPS _ 50KW with N+1 Redundant Power Module - 480V 3-phase Hardwired Input & Output. Battery runtime is 26 minutes based on a load of 30KW.
(1) Galaxy VS UPS 50kW 480V UPS with N+1 power module, for 5 smart modular 9Ah battery strings (GVSUPS50KR0B5GS).
SYSTEM INCLUDES:
(1) Galaxy VS Maintenance Bypass Panel, single unit, 10-30kW 208V, 20-60kW 480V wall mount - GVSBPSU60G-WP.
(5) Galaxy VS Smart Modular Battery String High Capacity 9Ah - GVSBTH4.
Intended Single Source:
Datamaxx Applied Technologies, Inc. (Datamaxx) Estimated Dollar Amount:
$45,000 Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Pursuant to Section 287.057(3)(c), Florida Statutes, the requested UPS System is available only from Datamaxx for the following reasons:
1.
Existing System Ownership: Datamaxx owns the UPS System currently installed in the building. Procuring this system directly from Datamaxx eliminates the need for removal, transportation, and installation of a new unit.
2.
Seamless Transition & Cost Savings: Purchasing the existing UPS avoids significant downtime, installation costs, and compatibility issues associated with replacing it. A new system would require reconfiguration, electrical work, and potential modifications to the building infrastructure.
3.
Compatibility & Operational Continuity: The UPS is already integrated into the building’s electrical and IT infrastructure. Replacing it would introduce risks of system incompatibility and potential power disruptions during critical operations.
4.
Market Availability & Efficiency: No other vendor can provide the same UPS System at this location without requiring a full replacement, making Datamaxx the only responsible source for this procurement.
5.
Time Constraints & Business Continuity: Given the timeline for DOAH’s move, acquiring the UPS directly from Datamaxx ensures immediate availability and operational continuity without delays.
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
Jeff Russell, Chief Information Officer
Patricia Kenyon, Operations Manager
Cindy Ardoin, Budget Officer
