About this file
This document is a Sole Source Notice from the Oregon Department of Forestry (ODF) regarding a contract to provide stream habitat restoration services on Harrington Creek in the Umpqua watershed. ODF intends to enter into a sole source contract with the Partnership for the Umpqua Rivers (PUR) to implement the project, which will include placing up to 15 log jams in a 0.6-mile reach of the creek. ODF will contribute funding to 0.3 miles of the total project, which aims to create complex fish habitat, trap and sort sediment, and mitigate increased stream temperatures. PUR will be responsible for administering the contract, conducting pre- and post-project monitoring, and completing all work by December 31, 2026. Any other recognized watershed council with at least 10 years' experience implementing fish habitat projects in the Umpqua Basin has until July 30, 2021 at 3:00 PM to submit a protest to ODF.
The Sole Source Notice indicates that ODF has determined the required level of expertise for this project is only available from PUR, as no other watershed council possesses the same level of expertise in the Umpqua River area or the designated status as a watershed council under Oregon law. The project will be funded by ODF, and the notice does not provide any details on pricing terms, set-asides, incumbent contractors, or funding sources.

Sole Source Notice: S-62900-00000320 ODF intends to enter into a sole source contract with the Partnership for the Umpqua Rivers (PUR) to provide services to administer and implement a stream habitat restoration project on
0.6 miles of Harrington Creek (Umpqua County) that will create complex fish habitat. PUR is a watershed council, designated by a local government as provided by Oregon Revised Statutes
541.890 (14) and 541.910. PUR will administer the contract(s) to implement these restoration efforts on Harrington Creek, and will conduct monitoring activities consistent with ODFW requirements that accompanied the fish passage waiver. PUR will also complete the required monitoring of the project prior to and at 1-, 3-, & 5-year intervals post implementation.
ODF anticipates that PUR will provide the following services for this project:
1.0 Project Overview
The stream restoration project is required under a fish passage waiver agreement between ODF and ODFW. The habitat restoration project will include placing up to 15 log jams in a 0.6-mile reach of Harrington Creek, in the Umpqua watershed. ODF mitigation funding will support 0.3 mile of this restoration. Approximately, 100-120 whole, fire-killed trees will be donated by the BLM and used to build the log jams. The trees will remain whole and placed across the stream channel. About 20-30 of these trees are old growth trees (large diameter) and will be used as “key pieces” (1-2 trees per log jam). Smaller logs with root wads will be added to the key pieces in creating the jams and help in creating both an increase in number and depth in pools. These large old-growth trees are only available for restoration work because they were burned in the Archie Creek fire in 2020. The large log jams placed in Harrington Creek will aid in stream recovery post-fire, including trapping and sorting sediment that may be delivered into the creek following the wildfire. Dead and dying trees upstream of the project site will also be falling into the creek in the upcoming years, and these built log jams will help capture this material, rather than have it transported out of the reach. This will create even more complex fish habitat, but it is imperative for these structures to be built soon to capture sediment and woody material. In addition, this project has high potential to mitigate increased summer stream temperatures from the loss of riparian vegetation in the wildfire by reconnecting Harrington Creek with its floodplain, creating hyporheic flow that cools stream temperatures. Approximately 0.3 miles of floodplain side-channels will also be reconnected by this project. It is important to note that riparian restoration has already commenced in the project area, which will provide future stream shading, and large wood inputs.
PUR will be administering the contract(s) to implement these restoration efforts on Harrington Creek, and will conduct monitoring activities consistent with ODFW requirements that accompanied the fish passage waiver.
2.0 Tasks, Deliverables and Due Dates – PUR
Deliverable 1: Insurance PUR will secure the necessary insurance coverages to comply with the requirements outlined in Exhibit C, and provide proof of those coverages to ODF upon request.
Deliverable 2: Pre-Project Monitoring
Conduct pre-project monitoring to establish baseline habitat conditions. Pre-project monitoring includes collecting specific information within the project reach to document stream habitat conditions including the size and number of pools, and the establishment of five (5) photo points to document changes before and after project is implemented. Data collected will be reported to ODF using the form in the format shown in Exhibit E.
Deliverable 3: Project Implementation Implement habitat restoration that will include placing up to 15 log jams in a 0.6-mile reach of Harrington Creek as described in the Project Overview. ODF will contribute funding to implement the habitat restoration on 0.3 miles of the total project.
Deliverable 4: Post-project monitoring Conduct post-project monitoring to compare results of restoration to baseline habitat conditions. Post-project monitoring includes collecting specific information within the project reach to document stream habitat conditions including the size and number of pools and five (5) photos at the points established in Deliverable 2. To maintain consistency, photos shall be taken within the same season at each monitoring interval. Post-project monitoring shall be conducted at years one (1), three (3) and five (5) following project implementation. Data collected will be reported to ODF using the form in the format shown in Exhibit E. Data and photos shall be submitted to ODF Contact within 30 days of collecting data and taking photos.
PUR shall complete all work by December 31, 2026.
The Oregon Department of Forestry has made a determination that the level of expertise for this project is only available from one source, Partnership for the Umpqua Rivers. Our market research has indicated that no other watershed council possesses the level of expertise in working with in the Umpqua River area, or status as a watershed council as defined in 541.890
(14) and 541.910.
ODF intends to enter into this sole source agreement under authority granted in OAR 125-2460- 0170 and OAR 125-247-0275.
If another recognized watershed council believes they can provide the services described in this notice, they have until July 30, 2021 at 3:00 PM to submit a protest. Protests must be emailed to the Single Point of Contact identified below. Please include the OregonBuys solicitation number in the subject line of the email. If Protester is unable to submit a protest via email, Protester must contact ODF’s Single Point of Contact within a reasonable time period prior to the submission deadline to make arrangements for alternate delivery or an alternate format. ODF is not responsible for incomplete protests that were not correctly addressed to email of Single Point of Contact identified below. Only approved alternative delivery or formats may be accepted.
