About this file
This document is a Notice of Intended Decision to Enter into a Single Source Contract issued by the Florida Department of Juvenile Justice (DJJ) for a push-to-talk satellite network developed and managed by SkyBase Communications, LLC. The network allows public safety users, including DJJ, to communicate amongst themselves and with other agencies throughout the State of Florida. The primary FloridaSatNet channel is monitored by the Florida Division of Emergency Management's watch office and is designated as an emergency channel to allow responders to contact the State Emergency Operations Center during or after an emergency. DJJ will have its own dedicated talkgroups for regular communications.
The contract is for $100,000 and is a single source procurement, as the FloridaSatNet network is uniquely developed and managed by SkyBase Communications. DJJ has justified the single source determination, stating that the network is necessary for interoperable communication among public safety agencies statewide. The contract will be awarded to SkyBase Communications, LLC, and the jurisdictions involved are Leon County and the City of Tallahassee.
