About this file
This document is a Notice of Intended Decision to Enter into a Single Source Contract issued by the Florida Department of State. The Department is seeking an annual subscription on microfilm for five Florida newspapers: the Florida Times Union, Orlando Sentinel, Pensacola News Journal, Tampa Bay Times, and Tallahassee Democrat. The microfilm collection is used daily by library staff, state employees, and the general public to provide research and information services as required by Florida Statutes. The intended sole source provider is ProQuest, LLC at a price of $65,404.00. ProQuest has attested that these microfilm materials are only available through them and not from any third-party vendors.
The justification for the single source procurement is that ProQuest is the sole provider of the specific newspaper microfilm subscriptions required. The microfilm collection maintained by the Department's Division of Library and Information Services is timeless, durable, and comprehensive, allowing the State Library to fulfill its statutory mandate to provide research and information services for all state agencies.
