About this file

This is a Notice of Intended Decision to Enter into a Single Source Contract (PUR 7778) issued by the Florida Fish and Wildlife Conservation Commission for the 2027 National Survey of Fishing, Hunting, and Wildlife-Associated Recreation. The agency seeks to conduct survey work to provide participation rates and expenditures associated with hunting, fishing, and wildlife-watching activities in Florida. The project will implement additional sampling in Florida that complements the national survey conducted by the U.S. Fish and Wildlife Service, utilizing the same questionnaire applied at the national level to enable comparisons to national trends. Data collection will be conducted from January 2027 through March 2028 and will employ both probability and non-probability sampling methods. Deliverables include a weighted dataset, a comprehensive report on results, a presentation slide deck displaying findings, and additional analytic support. The contact for this procurement is Adrian Wiggins, located at 1875 Orange Avenue East, Tallahassee, Florida 32311-6160, telephone (850) 410-0471, with an internal tracking number of FWC SS 25/26-16.

The contract award price is $174,500 to the National Opinion Research Center (NORC) at the University of Chicago, designated as the sole source vendor. The justification for single source procurement is that NORC is the only organization conducting the 2027 National Survey of the U.S. Fish and Wildlife Service and therefore possesses exclusive access to the national survey questionnaire and the AmeriSpeak survey panel necessary for state and regional level implementation. Direct comparison between the agency's data and nationwide trends can only be achieved through NORC's involvement. The notice was posted on June 22, 2026, at 2:40 PM. Protests to this intended decision must be filed within 72 hours in accordance with Section 120.57(3), Florida Statutes, and may be submitted by mail to the agency address or by email to Adrian.Wiggins@myfwc.com.
