About this file
This document is a Notice of Intended Decision to Enter into a Single Source Contract posted by the Florida Department of Children and Families (DCF). The Department is seeking to procure Equinix Network Edge, a network automation tool that enables selection of virtual network services, deployed virtually in multiple locations, and connected instantly to all major cloud providers. This service will provide the high-speed connectivity required for DCF's cloud environment, which includes a large footprint in Amazon Web Services and Microsoft Azure, as well as an enterprise data warehouse and data analytics workspace. The implementation will occur in two phases, with the first establishing foundational connectivity and the second enhancing redundancy and disaster recovery capabilities.
The intended single source for this procurement is St. Louis-based World Wide Technology, LLC, at a price of $289,773.88. The justification for the single source is that Equinix is the only vendor that can provide the virtual network services and connectivity required to meet DCF's cloud-centric needs, given Equinix's proximity to providers, vast network, and virtual network services platform. The procurement will be funded through DCF's budget, and no set-asides or incumbent information is provided.

Performance and/or Design Requirements (intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, as appropriate):
Equinix Network Edge is a network automation tool enabling customers to select virtual network services, deployed virtually in multiple locations, and connected instantly to all major cloud providers. There is no equipment to buy, and no CAPEX is required. Virtual network functions can be turned on/off/up/down as needed instantaneously through the Equinix Customer Portal.
There are multiple OEM’s to select from, including routers, firewalls and SDWAN devices.
Network Edge improves customer latency because Equinix data centers are at the cross-roads of all major global networks.
Network Edge also allows customers to connect to multiple cloud providers simultaneously as most major cloud providers have their cloud on-ramps inside of Equinix Data Centers.

Equinix Fabric is the backbone of Network Edge. Through a private network, Fabric connects every global Equinix Data center together as well as connectivity to cloud providers, SaaS providers, partners and customers. Over 10,000 possible connection sites are available.
Equinix Connect Internet supplies direct Internet access from 1G to 100G with redundancy built in via a primary and secondary service provider. Equinix Connect routers are connected to local
Equinix Internet Exchange switches that offer a shortcut to access local peers. This delivers optimal performance because almost every major ISP provider resides in Equinix Data Centers.
Due the diverse nature of the Department of Children and Families Cloud Environment, there is a defined need to have Cloud to Cloud Connectivity that no other provider currently offers. DCF has a large scale footprint in Amazon Web Services which housed the Florida Safe Families
Network (FSFN) Application, a large scale CCWIS Solution, along with Qlik a data visualization and dashboarding solution, and an ongoing Modernization effort for our Access
Economic Self Sufficiency Customer facing portal. The Department has large scale Enterprise
Data Warehouse and Data Analytics workspace in Microsoft's Azure Cloud offering, and is building other modernization platforms in Azure. These services will provide the required high-speed connectivity for data conversion and replication between the DCF's Cloud offerings that will allow these systems to have dedicated bandwidth, speeds, and connectivity needed to meet our Cloud First and Application Modernization initiatives. The service will also provide connectivity to the Department's Cloud Environments to facilitate connectivity with the State’s
IT resources as well as connectivity to all future module vendor’s cloud implementations and replicated resources for disaster recovery.
Implementation of the Equinix Network Edge services will occur in phases:
Phase 1 – This phase will establish the foundational connectivity to build a locally-redundant, Palo Alto-centric network with redundant connections to Amazon Web Services, Microsoft
Azure instance, and connectivity to the Southwood Data Center. Each data center will have two connections into the Equinix platform. This phase is to be implemented in FY22/23.
Phase 2 – This phase will establish enhanced redundancy with an additional set of connections that will enable the system to sustain more than one failure. This design can tolerate multiple link or device failures and maximize the potential of all virtual network devices by providing the maximum redundancy in a two VNF configuration. This phase is to be implemented in FY22/23, Disaster Recovery (DR) to a secondary Equinix site in Dallas, Texas further enhancing the disaster recovery ability of the DCF's cloud interconnection network, providing resiliency in the event the primary Equinix site becomes unavailable or inoperable.
As DCF's Cloud Center grows over time, if the system requires more than a single external IP address and expanding beyond 2 gbps, then the architecture can upgrade to a Dedicated Internet
Access (DIA) provider to connect Internet Service traffic to the Department's Cloud Center through Equinix.

Justification for Single Source Purchase (what is necessary and unique about the commodity, contractual service, or source; steps taken to confirm unavailability of competition, as appropriate):
Because of the proximity of providers, the vast network within Equinix, and the virtual network services Equinix provides, no other competitor can deliver the services described above at the breadth, scale, and performance that Equinix provides. Additionally, this is the only available
Vendor that provides virtual services that run on a modular infrastructure platform, optimized for deployment and interconnection of network services, while reducing complexity, cost and increasing ease of management.
The Department has procured cloud exchange related services through a state term contract. The vendor on the state term contract is a reseller for Equinix. Through that contractual relationship, the Department’s process to connect to the major Cloud providers will reside on a network in the
Equinix Cloud Exchange location. The Department needs to have that network to securely connect with other Cloud networks. The Department has confirmed that the only vendor that is authorized to sell/configure the needed functionality at the Equinix Location is WWT. Therefore, the only vendor that can provide the connection from the Equinix location to the major Cloud provider as needed is WWT.
