About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Environmental Protection (DEP), Division of State Lands, Bureau of Survey and Mapping. The procurement seeks ten Nile radar water level sensors and associated equipment and accessories from YSI Inc., located in Yellow Springs, Ohio. The sensors are classified under UNSPSC code 41114200 (Land surveying instruments) and will be used for tidal data collection and monitoring to maintain the State's repository of land records and protect state-owned land boundaries. The posting was made on March 30, 2026, with a deadline for receipt of information from prospective vendors on April 17, 2026—a 15 business day advertisement period as statutorily mandated. No specific contract award date, site visits, or bidder conferences are referenced in the documentation.

The estimated total dollar amount for this single source procurement is $55,000.00. The acquisition is justified based on YSI Incorporated being the sole manufacturer of the Nile radar water level sensor with the required custom radar instrument configuration, integrated SDI-12 communications, and M-12 connector specifications. The purchase is funded through the 2025-2026 General Appropriations Act, Specific Appropriation 1498 (Special Categories: Tide Stations and Benchmarks) from the Internal Improvement Trust Fund (IITF). The equipment is essential for maintaining reference marks used to determine tidal datums in compliance with Chapter 177, Part II, Florida Statutes, and supports coastal resilience efforts, accurate sea level monitoring, and local government adaptation planning in vulnerable coastal zones. The procurement was approved by Laura L. Davis (Planning Manager), Karen Williams McKinney (Deputy Director of the Division of State Lands), and Kimberly Bowling (Purchasing Specialist Supervisor).

Bureau requires a Nile radar water level sensor with a custom radar instrument configuration. The system must include integrated SDI-12 communications and an M-12 connector and must meet all applicable NOAA requirements for tidal data collection and monitoring.

The Nile radar water level sensor is essential to fulfilling statutory obligations under Chapter 177, Part II, Florida Statutes, by ensuring the continual maintenance of reference marks used to determine tidal datums and preventing delays and increased costs associated with reestablishing lost or compromised tide stations. It also helps avoid additional surveying and mapping expenses for taxpayers in coastal areas when determining upland ownership boundaries, while supporting the protection of critically eroded beaches and the preservation of sovereign submerged lands.

Additionally, the equipment provides accurate and timely sea level data to coastal communities, contributes to the preservation of valuable coastal and offshore natural resources, and supports the State’s overall economic stability. It further supplies critical data to the Office of Coastal and Aquatic Managed Areas to aid in coastal resilience efforts in coordination with state, regional, and national partners, and assists local governments in identifying Adaptation Action Areas pursuant to section 163.3177(6)(g)(10), Florida Statutes, particularly in low-lying coastal zones vulnerable to flooding from extreme high tides, storm surge, and sea level rise.

The required system must be durable, highly accurate, and fully compatible with existing monitoring infrastructure to ensure continuity of long-term monitoring capabilities, standardized data collection and compliance with applicable federal and state regulatory standards.
