About this file

This is a Description of Intended Single Source Purchase (PUR 7776) document issued by the Florida Department of Environmental Protection (DEP), Office of Resilience and Coastal Protection (ORCP), Florida Coastal Management Program (FCMP). The procurement seeks EXO Advanced Multi-Parameter instruments, accessories, maintenance, and repair services from YSI Inc., the sole manufacturer of the EXO line of water quality monitoring equipment. The EXO platform includes multiple sonde models (EXO1, EXO2, EXO3, EXO Handheld) and compatible ProSeries instruments (ProDSS, ProPlus, ProQuatro) featuring "smart sensor" technology with welded titanium cases and Bluetooth integration. The contract term is twelve months. The posting date was February 25, 2026, with the last day for receipt of information from prospective vendors set for March 18, 2026, representing the statutorily mandated fifteen business day advertisement period for single source procurement justification.

The estimated contract value is $216,000. YSI Inc., located at 1725 Brannum Lane, Yellow Springs, Ohio 45387, is designated as the sole source due to its exclusive manufacture of the EXO product line and the technical requirement that equipment maintenance and repairs be performed by the manufacturer to preserve warranty compliance and maintain equipment integrity. The single source justification emphasizes that quality assurance and instrument compatibility necessitate purchasing directly from YSI Inc., and that all maintenance must be completed by the manufacturer per DEP protocols, quality assurance plans, and standard operating procedures to meet the agency's water quality monitoring obligations for designated Outstanding Florida Waters under Chapter 380.020, Florida Statutes and 62-302.700 FAC.
