About this file

This document is a Description of Intended Single Source Purchase (Form PUR 7776) published by the Florida Department of Agriculture and Consumer Services. The agency is seeking a single-source vendor, Water and Soil Solutions, LLC, to operate, optimize, and maintain four existing Floating Aquatic Vegetative Tilling (FAVT) systems located in various basins in Florida. The vendor will be required to monitor phosphorus load reductions resulting from the FAVT systems and provide periodic reports to the agency. The vendor must have expertise in designing and implementing sustainable stormwater quality improvement technologies, including FAVT systems, and have strong capabilities in surface water and wastewater treatment, lake management, and spatial analysis. The estimated value of the contract is up to $5,100,000 for the term of July 1, 2024, to September 30, 2025.

The justification for the single-source procurement is that Water and Soil Solutions, LLC specializes in the deployment and optimization of FAVT systems, which are protected by various patents and proprietary intellectual property. The agency has determined that the required commodities and services are available only from this single source.
