About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Agriculture and Consumer Services. The agency is seeking to acquire laboratory supplies and immunology/serology test kits, specifically the USDA licensed Babesia caballi Antibody Test kit, eELISA and Babesia equi Antibody test kit, eELISA for piroplasmosis testing. The estimated dollar amount for this procurement is up to $94,000, with an approximate contract amount of $55,000 for the period of July 1, 2022 through June 30, 2023. VMRD, Inc. is identified as the sole source manufacturer and supplier of the required test kits. The agency has justified this single source procurement as VMRD is the only source for the USDA licensed test kits.

The key justification provided for the single source procurement is that VMRD, Inc. is the sole manufacturer and supplier of the USDA licensed Babesia caballi Antibody Test kit, eELISA and Babesia equi Antibody test kit, eELISA which are required for piroplasmosis testing. The agency has confirmed the unavailability of competition for these specialized test kits.
