About this file
This is a Single Source Purchase Description (PUR 7776) filed by the Division of the Florida State Guard for the acquisition of specialized avionics modifications to its Bell UH-1 search and rescue aircraft. The procurement involves the purchase of TFO (Tactical Flight Officer) console modifications for two aircraft, with a posting date of April 23, 2026, and a deadline for receipt of vendor information by May 14, 2026. The Florida State Guard requires these specialized equipment installations to maintain mission readiness and airworthiness of its fleet. No bidders' conference, site visit, or specific award date is referenced in the posting.
The estimated contract value is $600,000.00. The procurement is designated as a single-source acquisition from Daedalus Solutions Inc. (DSI), justified on the basis that DSI is the original designer and installer of the aircraft's avionics suite and possesses exclusive proprietary data, including integration designs, electrical schematics, wiring diagrams, technical documentation, FAA-approved modification packages, and structural mounting solutions specific to the two aircraft (N207FS and N205FS). No other contractor has access to these technical documents or the detailed knowledge required to perform the work without extensive reverse-engineering. The purchase is authorized under Florida Statutes Sections 120.57(3) and 287.057(3), and protests may be filed within the prescribed timeframe with the purchasing contact at FSGPurchasing@floridastateguard.fl.gov or by mail to the Tallahassee address.
