About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Agriculture and Consumer Services for Trace First, Inc. The procurement is for an online database information retrieval service, specifically the CoreOne software system and CVI Central web-based application, to be used by the Division of Animal Industry for one year. The solicitation was posted on 04/29/2025 with a last day for receipt of information of 05/20/2025, following standard Florida procurement regulations for single-source acquisitions.
The estimated total contract value is up to $100,000.00, with an approximate contract amount of $41,935.00. The justification for the single-source procurement is that Trace First Limited, a Northern Ireland company with a US subsidiary (Trace First, Inc.), is the only known entity authorized to sell and support the proprietary CoreOne and CVI Central systems. These systems are used for recording and managing animal health data, processing Certificates of Veterinary Inspection, and supporting the office of Florida's State Veterinarian in compliance with Florida Statute 570.36. The systems are unique in their ability to collect and transmit data using proprietary encryption keys owned solely by Trace First Limited.
