About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Environmental Protection (DEP), specifically the Division of Air Resource Management (DARM). The document outlines a single-source procurement for Teledyne Advanced Pollution Instrumentation (API) PM instruments, audit instruments, parts, and service for a 12-month term. The procurement is posted from August 25, 2025, with the last day for receipt of information being September 16, 2025. The DARM requires these specialized air quality monitoring instruments to support their statewide air monitoring network, including trace-level monitors, particulate matter mass monitors, ozone gas analyzers, and calibration equipment.
The estimated dollar amount for this single-source acquisition is $375,000, with Teledyne API being the sole manufacturer of the specific equipment needed. The justification for the single-source procurement is that Teledyne API is the exclusive manufacturer of these precise instruments, provides a standard 2-year warranty, unlimited customer phone support, and is the only authorized service center for repairs and upgrades. The equipment is critical for meeting federal requirements under 40 CFR Part 58 for air quality data completeness and quality, enabling the DEP to continue its mission of regulating Florida's air resources and implementing state and federal environmental protection standards.

Division of Air and Resource Management (DARM) utilizes the T100U, T200U and T300U trace-level monitors at their NCore air monitoring site, the T640/T640X Particulate Matter (PM) mass monitors, the N400 Ozone Gas Analyzers, and the T703 Photometric Ozone Calibrators are all used throughout the statewide air monitoring network. The T700 dilution calibrator and T701 zero air system is used by field staff, to generate precise certified SO2 calibration gases during required daily quality control checks and quarterly calibrations on the continuous gaseous SO2 monitors. The Teledyne T751H zero air generators are used by our auditors in conjunction with Teledyne T750U multi-gas calibrators to conduct annual performance audits on all criteria gaseous pollutant monitors and NCore specialty trace-level monitors used in the statewide air monitoring network.
The single source request will ensure that there is an inventory of back-up equipment, spare parts, and manufacturer repair of critical components, to maintain the operational readiness of the statewide air monitoring network.
