About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Environmental Protection (DEP), specifically the Division of Air Resource Management (DARM), seeking to procure Teledyne Advanced Pollution Instrumentation (Teledyne API) equipment, repairs, and spare parts for the state's Statewide Air Monitoring Network. The single-source procurement is for a 12-month term, posted on March 13, 2025, with a response deadline of April 3, 2025, and an estimated value of $70,000. The equipment includes specialized air quality monitoring instruments such as the Teledyne API Model T100U SO2 Analyzer, T200U NO/NOx Analyzer, T300U CO Analyzer, and T640/T640X Particulate Matter Analyzers, which are critical for maintaining federal air quality monitoring requirements under 40 CFR Part 58.
Teledyne API, located in San Diego, California, is identified as the sole manufacturer and authorized service center for these specific instruments, with no alternative vendors or resellers. The justification for single-source procurement centers on Teledyne API being the exclusive provider of these precise monitoring instruments, with a standard 2-year warranty and unlimited customer phone support. The DEP requires these specific instruments to ensure operational readiness of Florida's air monitoring network, maintain trace-level monitors for SO2, CO, and NO/NOx at NCore sites, and comply with EPA method requirements. The document emphasizes that without access to back-up equipment, spare parts, and manufacturer repairs, the DARM would be unable to maintain the operational readiness of the statewide air monitoring network.
