About this file

This is a Description of Intended Single Source Purchase (PUR 7776) document issued by the Florida Department of Agriculture and Consumer Services, Division of Aquaculture, for marine debris removal services on aquacultural leases in the vicinity of Cedar Key, Florida. The Department seeks to contract with eligible aquaculture parcel leaseholders, sublessees, or authorized users holding active State-Owned Sovereignty Submerged Land Aquaculture Leases to remove derelict aquaculture gear and debris from the 2023 and 2024 hurricane seasons and restore oyster reef habitat. Contracted services include removal of derelict clam bags and debris from designated parcels, separation of cultch material from debris, transportation of cultch material to Florida Fish and Wildlife Conservation Commission-designated habitat restoration sites, and disposal of debris at Department-designated shoreside dumpster sites. The contract term is one year. The advertisement was posted on May 1, 2026, with a deadline for receipt of information by May 22, 2026.

Compensation is estimated at up to $70 per clam bag removed, with an approximate one-year total program award amount of $935,000. This single-source procurement is justified because only entities holding active State-Owned Sovereignty Submerged Land Aquaculture Leases within the program boundaries are legally eligible to access the protected lease parcels, as specified in Section 597.010(13) of Florida Statutes. The funding source is a federal grant from the National Oceanic and Atmospheric Administration (NOAA) under award number NA25NOSX999C0059-T1-01 for the "Turning Marine Debris into Restoration Materials through ReCLAMation of Shellfish Aquaculture Leases in the Vicinity of Cedary Key, Florida" project. Contractors must provide their own equipment, including boats, motors, winches, and lines, and must possess specialized knowledge of local tides, navigation hazards, dangerous wildlife, and weather systems essential for safe and effective operations.
