About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Corrections (Department) for online educational assessments. The Department seeks to acquire CASAS eTests® software from Comprehensive Adult Student Assessment Systems (CASAS) for a five-year term (60 months), with a total estimated contract value of $990,075.00. The software will provide online educational assessments for adult learners in English and Spanish, focusing on mathematics and language arts curriculum and testing. The solicitation was posted on May 5, 2025, with the last day for receipt of information set for May 23, 2025.
The Department has determined that CASAS is the only vendor meeting their specific requirements, justifying a single-source procurement. The software must track student progress, automatically convert test scores into grade levels, and retain test scores without expiration. This will enable the Department to quickly assess and provide appropriate educational programming for inmates. The procurement has been approved by multiple officials across the Bureau of Procurement and Office of Programs and Re-Entry, with prospective vendors invited to provide information about their ability to supply the described services. The Department will review any received vendor information to confirm the single-source determination.
